About this position
We are looking for an enthusiastic, curious, and knowledgeable professional to join our Regional Departments, within the Vice-presidency for Countries and Regional Integration, to support the advancing of a results-based culture grounded in empirical evidence and portfolio management based on results.
As a Development Effectiveness Specialist, you will work in a Country Office under the leadership of the Regional Development Effectiveness Advisor, alongside teams from throughout your Country Department to support quality review, monitoring, and evaluation activities, aimed at promoting greater effectiveness outcomes in Bank-supported lending and non-lending activities.
Location
Post of Duty Station: To be determined within the Latin American and Caribbean Region.
What you’ll do
- Review and ensure high-quality evaluability standards in key Bank documents, such as loan proposals monitoring and evaluation reports, and country strategies, from the perspective of achieving development results.
- Provide guidance to country teams on development effectiveness, including interventions’ theory of change, results matrix, monitoring and evaluation framework, selection of indicators based on country context, as well as country strategies, programming and portfolio performance.
- Support country teams in undertaking results-based programming and portfolios exercises and country strategies self-evaluations.
- Support project performance data management and application to improving programs and projects.
- Participate in and lead training for internal and external audiences on development effectiveness topics, including the Bank’s tools, analytic methods, monitoring and evaluations and emerging topics.
- Contribute to the generation of operational knowledge, including by collecting and analyzing data on portfolio implementation and project effectiveness in selected countries.
- Support the systematization of lessons learned in terms of project and country strategy results and facilitate their dissemination and integration in operational documents.
- Collaborate on specialized analyses or background studies on areas of strategic importance for the Country Departments in management for results, elaborating and disseminating technical notes or guidelines.
- Contribute to communication and dissemination activities, including preparing high-quality results reports and policy briefs.
What you'll need
Education: Master’s degree in economics, Public Policy, Public Administration, Project Management, or a similarly relevant field.
Experience: At least five years of relevant experience in portfolio management, project design, monitoring and evaluation, and development economics. Direct experience with project implementation involving dialogue with government is a plus.
Languages: Fluency in English is required. Knowledge of Spanish, Portuguese or French is highly desirable.

Type of contract and duration
National staff contract, 36 months initially, renewable upon mutual agreement.
