About this position
The Research Department of the Inter-American Development Bank (IDB), in collaboration with the Organisation for Economic Co-operation and Development (OECD), is supporting the implementation of the OECD Product Market Regulation (PMR) assessment in Dominican Republic, Ecuador and Paraguay. The PMR indicators are internationally recognized tools used to evaluate the degree to which regulations promote or hinder competition across the economy.
The assessment will provide evidence to support regulatory reform, strengthen market competition, improve productivity, and foster private sector development.
To support this effort, the IDB seeks Legal Experts (one position per country - Dominican Republic, Ecuador and Paraguay ) with demonstrated expertise in competition policy, economic regulation, and legal analysis to collect, verify, and document regulatory information required for the construction of internationally comparable PMR indicators.
Objective
The objective of this consultancy is to support the implementation of the OECD Product Market Regulation (PMR) assessment in the assigned country through the collection, validation, and documentation of legal and regulatory information required for the construction of internationally comparable PMR indicators. The consultant will provide legal and regulatory expertise to support the assessment process, engage with relevant government counterparts, and contribute to evidence-based policy recommendations aimed at strengthening competition, productivity, and private sector development.
What you’ll do
The consultant will serve as the country legal expert for the OECD Product Market Regulation (PMR) assessment. Responsibilities include conducting legal and regulatory research, completing the OECD PMR questionnaire, documenting the relevant regulatory framework, and validating information with government counterparts. The consultant will assess regulations affecting market competition across horizontal policy areas and key sectors, including energy, transport, telecommunications, retail distribution, and professional services, in accordance with OECD guidelines and methodological requirements.
Detailed Tasks:
The Legal Expert will:
- Participate in virtual training sessions conducted by OECD experts.
- Complete the PMR questionnaire in full compliance with OECD guidelines and methodology instructions.
- Provide detailed references to all relevant legal and administrative sources, including precise citations of applicable articles.
- Respond to OECD data verification queries and revise answers as required.
- Remain available during the data verification process, and revise or supplement responses if requested.
- Participate in IDB-led consultations with relevant government agencies to confirm the inputs to the questionnaire.
- Support production, review and comments of a descriptive report on PMR results,
What you'll need
- Education: Master’s degree in Law or other fields relevant to the responsibilities of the role.
- Experience: At least five (5) years of professional experience in competition policy and regulatory analysis.
- Languages: Excellent written English is required, as all questionnaire responses and supporting documentation must be submitted in English
Key skills
- Experience working with competition authorities, ministries, regulatory agencies, or international organizations.
- Familiarity with OECD methodologies, competition assessments, regulatory impact analysis, or market regulation frameworks is a plus.
- Demonstrated ability to review and interpret complex legal and regulatory instruments.
- Previous experience preparing analytical reports in English.
Requirements
- Citizenship: You are a citizen of one of our 48-member countries.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
The selected candidate will perform the services remotely and will not be provided office space at the Bank’s headquarters or any of its Country Offices. The consultant will be responsible for securing and maintaining an appropriate workspace, as well as providing the necessary equipment, internet connectivity, and telephone services required to carry out the activities described in these Terms of Reference.
