About this position
The Government of Belize is implementing IDB Loan Operation BL-L1048 to improve the efficiency, quality, and access of health services. Strengthening the management and planning of the health workforce (Human Resources for Health - HRH) is essential to achieving these objectives, including improved deployment, retention, training, and performance management of health workers. This work is aligned with the Belize Human Resources for Health Policy and Strategic Plan 2026-2030, which prioritizes improved workforce governance, data systems, and evidence informed planning.
This consultancy will support the Government of Belize to assess the current HRH information environment, including data and reporting (indicator) requirements, data entry responsibilities, governance and policy constraints, and existing digital systems. The assignment will focus first on assessing the pathways to strengthen health human resource information management, data analysis and reporting capacity, aligned with the MoHW and Government of Belize technical architectures.
What you’ll do
A. Current-state assessment: Identify and document current HRH-related business processes, workflows, roles and responsibilities across MoHW and representative facilities/programs (as agreed) Review current workforce management practices and constraints (e.g., establishment management, postings/transfers, vacancy management, onboarding, leave and attendance, training/credentialing records, performance management where applicable).
B. Digital environment and integration assessment:Document the current IT environment relevant to HRH information, including applications, infrastructure, hosting arrangements, identity and access management. Identify security, privacy, and data protection considerations (including lawful basis, role-based access, auditability, retention, and data-sharing agreements)
C.Requirements definition and gap analysis: Define functional requirements for an HRHIS capable of supporting HRH registry/records, workforce management workflows, and reporting/analytics needs. Propose a phased approach to align the requirements with the National Health Workforce Accounts (NHWA) framework, including prioritized modules and indicators.
D. Options analysis and roadmap: Assess technical and implementation options to meet the identified requirements (e.g., expand/upgrade an existing solution, procure a commercial off-the-shelf platform, adopt an open-source platform, build/custom development, or hybrid approaches) Recommend a preferred option and define a phased roadmap/workplan to implement it, including information system actions, policy and governance actions, capacity-building/human resources actions, and a high-level procurement strategy and sequencing, aligned with National Digital Health Strategy and the Belize Human Resources for Health Strategic Plan.
E. Approach and Methodology: The Consultant is expected to apply a participatory, evidence-based approach
What you'll need
- Education: Bachelor’s degree or higher in Information Systems, Health Informatics, Public Health, Business Administration, Computer Science, or a related field. Postgraduate qualification in health informatics, enterprise architecture, or digital transformation is an asset.
- Experience: At least 5 years of relevant professional experience in health information systems, HR information systems, digital transformation, or related advisory roles. Demonstrated experience conducting requirements elicitation and process mapping for complex, multi-stakeholder information system initiatives. Experience with HRH information systems or workforce registries/planning in the health sector (preferably in low- and middle-income contexts) is strongly preferred. Experience assessing interoperability/integration between sector systems and central government HR/payroll systems is an asset.
- Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.

- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
