About this position
We are looking for a Blended Finance & Structuring Solutions Consultant in Caribbean member countries to strengthen coordination across treasury, blended finance, industries, and Industries functions, and to support structuring and mobilization of funding for IDB Invest transactions. This consultancy addresses existing capacity gaps as CCB (Caribbean Country Department )continues to build out its regional platform to align IDB resources, initiatives, and market practices. The consultant will play a central role in driving execution of key strategic initiatives, including local funding solutions, affordable housing, climate resilience, financial inclusion, and environmental sustainability.
You will work in the Blended Finance Division part of the Financial Solutions, Mobilization, and Asset Sharing (FSM) Department. The Blended Finance Division strategically deploys concessional funding alongside private and commercial capital to unlock high-impact investments that face financing barriers.
What you’ll do
Under the supervision of the Managing Director, CMD BLF (Managing Director for Blended) and MD CCB (Managing Director for Caribbean countries) , the consultant will deliver the following outputs:
- Develop a comprehensive product mapping that aligns the CCB client base with CCB’s development agenda and strategic imperatives, including local currency funding, affordable housing, climate resilience, financial inclusion, and environmental sustainability.
- Provide structuring support for blended finance solutions to enable the deployment of approximately USD‑equivalent 100–150 million in financing aligned with CCB priorities.
- Support Treasury in negotiating and executing local currency (LCY) funding solutions in Barbados (BBD), Jamaica (JMD), The Bahamas (BSD), and Trinidad and Tobago (TTD).
- Assist Treasury and Financial Institutions (FLI) teams in providing technical cooperation support to establish local currency infrastructure and sustainability funds in Barbados and Trinidad and Tobago, building on established roadmaps and linking to IDB‑led funding opportunities.
- Work with Industries and ICT teams to identify and structure an initial pipeline of blended finance and LCY‑funded transactions across the Caribbean, including blended finance transactions for Green Climate Fund (GCF) eligible countries, and for LCY-funded transactions targeting approximately USD‑equivalent 100 million per country in Trinidad and Tobago, Barbados, and The Bahamas.
- Identify and pursue relationship opportunities with fund management institutions suitable to partner with CCB in the development of sustainability‑aligned mutual fund programs, including defining suitability criteria, partnership pathways, and initial engagement approaches in coordination with relevant IDB Invest stakeholders.
- Support execution of priority strategic initiatives across local funding, affordable housing, resilience building, financial inclusion, and environmental sustainability, ensuring effective coordination across relevant IDB Group units.
What you'll need
• Education: Master’s degree in Business, Finance, Economics or other fields relevant to the responsibilities of the role.
• Experience: At least 10 years of progressive experience in financial services, treasury management, financial engineering, fund management, structuring, deal management, and project execution.
• Languages: Proficiency in English

• Citizenship: You are either a citizen of one of Caribbean member countries or with residency or legal permit to work in it.
• Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

• Consultant: National consultant Full-Time, 12 months (up to 48 months if applicable)
