About this position
We are looking for an Innovative, Analytical and Committed Treasury’s Capacity Building and Advisory Local Consultant. As such, you will lead and overseeing the development and implementation of technology solutions provided by outsourced companies to meet strategic needs of the area. This professional will be responsible for overseeing all stages of solution development from requirements gathering to final delivery deployed in production and properly documented while ensuring technical quality, financial relevance, and alignment with institutional goals.
In close collaboration with both technical and functional teams, this role requires strong skills to translate business needs into technical requirements, monitor technology vendors, actively participate in the validation of financial models, and help deliver analytical tools that support decision-making for official institutions. This person will also play a key role in implementing efficient workflows, managing priorities, and tracking KPIs and SLAs to ensure on-time, in-scope, and high-quality deliverables. The ability to communicate findings, coordinate cross-functional efforts, and propose improvements will be essential for the success of the Treasury’s advisory and capacity-building program.
You will work in the Treasury Middle Office and Banking Group (TMB) part of Finance department. This team is responsible for providing quantitative support to other Treasury (TRY) teams and leads the Advisory and Capacity Building development and delivery of the IDB’s Capacity Building, Asset Management & Advisory Services Pilot Program (CAsA) directed to the central banks and official institutions of our regional member countries as a vehicle for developing their institutional capacity and expertise to manage their portfolios denominated in foreign currencies.
What you’ll do
- Develop and maintain quantitative financial frameworks, methodologies, analytics and tools needed in support of the delivery of TRY’s Capacity-building and Advisory business line related to treasury and asset management, as well as capital markets development.
- Develop and maintain quantitative financial solutions, analytics and reports needed in support of the various TRY business lines including portfolio analytics for fixed income asset management, hedging tools (e.g., Commodities) and bond issuance.
- Plan and manage projects using Agile, Waterfall, or hybrid methodologies, creating detailed timelines with milestones, dependencies, and deliverables.
- Define and monitor service level agreements (SLAs), key performance indicators (KPIs), and contractual terms with external technology providers
- Oversee the performance of third-party vendors to ensure adherence to deadlines, budgets, and quality standards.
- Manage change requests and adapt project scope as needed throughout the development cycle.
- Conduct regular sync meetings with internal teams and external vendors to ensure alignment and effective communication
- Validate deliverables against technical and business requirements.
- Coordinate and support user acceptance testing (UAT) and bug-fixing phases to ensure product readiness.
- Document lessons learned and ensure a smooth transition from project delivery to operational handover.
What you'll need
• Education: Master Engineer or equivalent in Finance, Business Administration, Project Management, Financial Services Technology, or other fields relevant to the responsibilities of the role.
• Experience: 5 years of relevant professional experience. 9 years of practical professional experience in Capital markets tools, Development and Financial Service Technologies, or related experience may be considered in lieu of the Master’s Degree educational requirement.
• Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
• Additional skills:
- Understanding of software development to engage with technical teams.
- Basic programming skills (preferably in Python, R or MATLAB).
- Foundational knowledge of cloud computing concepts (e.g., AWS, S3 storage, scalability principles, and client-server architecture).
- Project management skills, including backlog management, timeline tracking, team coordination, and follow-up meetings.
- Ability to clearly document technical requirements, project decisions, and development progress.
- Strong analytical thinking, assertive communication, and a proactive approach to problem-solving.
- Certifications as PMP, PMI-ACP, AWS Cloud Practitioner, AWS Certified Solutions Architect or Scrum Master is a plus.
Requirements
• Citizenship: You are either a citizen of Colombia or a citizen of one of our 48-member countries with residency or legal permit to work in Colombia.
• Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
• Remote Modality: The selected candidate will not provide services from the Bank’s office and will not be provided a physical space on the premises of the Bank’s Country Office. The candidate selected will be responsible for setting up the space, and for having the equipment, internet, and phone accesses to accomplish these TORs, outside the Bank’s office. Access to the Bank’s systems will be arranged in coordination with the Bank.
Type of contract and duration
• National Consultant (Local Remote Modality), 24 months (up to 36 months). 100% remotely from place of residence of selected candidate and services are expected to be provided from a country where the IDB Group has offices.
