About this position
The Energy Division (ENE) is responsible for conceptualizing, preparing, supporting execution, and supervising the IDB’s operations related to energy. Its functions include preparing the Bank sector policies, strategies, operational guidelines and programs in energy; conducting relevant research and analytical work, best practices, and case studies in the sector; and provides specialized sectoral technical support to activities and operations in borrowing member countries.
The aim of this consultancy is to support ENE in ensuring the achievement of portfolio execution targets and milestones, contributing to the design and planning of operations to enhance their evaluability, and collecting and analyzing performance data using statistical tools, dashboards, and systems. The consultant will also play a key role in identifying deviations and risks in a timely manner and in developing and implementing action plans to ensure the successful delivery of results and the effectiveness of projects.
What you’ll do
- Participate in the quality review process during project preparation and evaluation, ensuring quality control of operational documents for accuracy, clarity, consistency, and conciseness.
- Contribute with the preparation of key project management tools, including the Results Matrix, Multi-Annual Execution Plan, Annual Operational Plan, Procurement Plan, Cash Flow, and Risk Matrix.
- Organize and facilitate planning workshops —both at project kick-off and midterm milestones— to support early implementation and the achievement of execution targets and results.
- Support the review of procurement processes for ongoing projects, ensuring alignment with IDB procurement policies and close monitoring of key procurement milestones.
- Track disbursement projections, financial execution, and planned activities using the Progress Monitoring Report (PMR) and IDB dashboards. Participate in supervision missions and portfolio review meetings to ensure timely implementation and result delivery.
- Recommend appropriate corrective actions for any deviations or changes encountered during implementation, and develop mitigation plans for high-risk issues that could affect project outcomes.
- Support the preparation and revision of Project Completion Reports (PCRs).
- Contribute to operational knowledge by collecting and analyzing data on project performance and effectiveness and support diagnostics of key portfolio indicators.
- Contribute to the continuous improvement of ENE’s monitoring and evaluation processes, identifying opportunities to strengthen feedback loops, standardize tools, and embed lessons learned in programming cycles.
- Provide guidance to project teams on development effectiveness, including theory of change, results matrix design, monitoring and evaluation plans, indicator selection, and implementation of the Energy Division’s effectiveness strategy.
- Prepare and update reports using IDB systems, dashboards, and tools.
What you'll need
- Education: Master´s degree in economics, public policy, international development, project management, renewable energy or related field. Background in electrical or mechanical engineering, fluid mechanics, chemical engineering, economics, finance, business administration, environmental management or related areas.
- Experience: At least five (5) years of progressive experience in project management, operations, or portfolio monitoring, preferably in the energy sector or infrastructure-related fields. Strong knowledge of project/program evaluations with multilateral development banks (MDBs), international organizations, or government agencies. Advanced data skills, data cleaning, analysis, and the ability to extract and handle data from diverse sources is highly desirable.
- Languages: Proficiency in both English and Spanish. Excellent writing and presentation skills.
Requirements
- Citizenship: You are a citizen of one of our 48-member countries with a valid residency or legal permit to work without the need for sponsorship by the IDB.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
- Modality: Remote National Consultant, 12 months (up to 36 months). The place of residence of the selected candidate and services are expected to be provided from a country where the IDB Group has offices. The candidate selected will be responsible for setting up the space, and for having the equipment, internet, and phone accesses to accomplish these TORs, outside the Bank’s office. Access to the Bank’s systems will be arranged in coordination with the Bank.
Type of contract and duration
- Type of contract: National Consultant (National Remote Modality).
- Length of contract: 12 months, with the possibility of renewal for up to 24 months (for a total of 36 months), based on good performance.
- Work Location: Remote. Travel to Latin American and Caribbean countries required.
