About this position
We are looking for an independent, dedicated and conscientious consultant who is highly trained in health policy, policy analysis or economics. As consultant, you will support analytic work related to the Health Thematic Framework Document (TFD, formerly Sector Framework Documents). TFDs are technical knowledge documents presenting diverse challenges and evidence-based solutions in a specific sector or theme. They synthesize the main development challenges, best development thinking, operational knowledge, and evidence in a sector. TFDs summarize what development interventions work in what contexts and identify knowledge gaps to guide future research activity.
The Social Sector (SCL) is a multidisciplinary team committed to improving the quality of life and overcoming the challenges of development in Latin America and the Caribbean. This Sector works closely with countries in the region to design and implement public policy solutions focused on reducing poverty and optimizing health, education, labor, and social protection services. The central objective is to promote a more productive region with equal opportunities for men and women, and greater inclusion of the most vulnerable groups. Through these efforts, the Health, Nutrition, and Population Division focuses on ensuring the holistic well-being of people, contributing to sustainable and equitable development for all.
You will work in the Health, Nutrition, and Population Division (SCL/HNP), which is responsible for the preparation and supervision of IDB operations in borrowing countries in the areas of health (investment strategies in human capital in health, strengthening of health networks, financing of health systems, organization and performance, etc.), nutrition, and population
You will report to the HNP Principal Health Economist.
What you’ll do
- Prepare literature reviews, contribute to interpretation of findings and provide inputs (tables, graphs, summaries of research) for the TFD and other analytic products.
- Assemble data sets that cover multiple countries.
- Perform descriptive and statistical analysis of survey and administrative data.
- Contribute to managing the TFD development and publication process .
Deliverables and Payments Timeline
Payments will be made upon the PEC's submission of invoices linked to the delivery and acceptance of the above-mentioned activities by the project supervisor. Invoices will account for the number of days worked on a given product, activities performed, and outputs delivered.
What you'll need
- Education: Ph.D. or Master degree (or equivalent advanced degree) in health policy, economics, policy analysis or other fields relevant to the responsibilities of the role.
- Experience: At least 3 years of progressive experience in working on health policy, health economics, or policy analysis in Latin America and the Caribbean.
- Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.

- Citizenship: You are a citizen of one of our 48-member countries.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
