About this position

The Amazon Coordination Unit (ACU) of the IDB is looking for a proactive and detail-oriented consultant to join the team. The ideal candidate will have significant experience and expertise in portfolio and donor management, taking the lead in operational responsibilities related to pipeline development, monitoring, reporting, and continuous learning and day-to-day management of donor requests. The ACU facilitates the implementation of the regional program Amazonia Forever through proactive and strategic coordination and the building of strong partnerships and relationships, closely collaborating with the operational areas of the IDB Group, with a particular focus on cross-cutting issues essential for achieving results.

The Amazon Bioeconomy and Forest Management Fund (AMDTF) was established as the anchor trust fund of the IDB’s Amazon Initiative based on which the Amazonia Forever was built. The AMDTF supports national and subnational entities, partnering with public and private organizations in the Amazon region, seeking to conserve and promote sustainable use and restore forest areas. The AMDTF finances non-reimbursable operations of the IDB, IDB Invest, and IDB Lab. Apart from the AMDTF, the ACU manages other funds dedicated to sustainable development in the Amazon region, with diverse types of financial instruments and thematic areas. The ACU is a small and dynamic team with some division of responsibilities but also an expectation of strong teamwork, proactivity, flexibility, and a spirit of collaboration. The ACU is part of the Vice-Presidency of Countries and Regional Integration (VPC), and work closely with IDB country offices (COFs) in Amazonian countries and specialists and managers across the IDB sectors. Strong coordination with the AMDTF donor countries’ representatives is expected to this position as well.

What you’ll do

Provide overall technical support to the ACU for the successful implementation of the AMDTF, including:

  • Provide rigorous and proactive operational follow-up at the fund level, facilitating strategic and responsive management of the AMDTF project portfolio in execution and preparation.
  • Maintain fluent communication with operational areas across the IDB and serve as a liaison with donors on operational, reporting, and knowledge issues, ensuring effective, well-coordinated, and timely support to the donor-funded Amazonia Forever portfolio and associated IDB operations.
  • Coordinate with other members of the ACU to ensure coherence and complementarity with other funding mechanisms of Amazonia Forever.
  • Conduct the eligibility and technical review of potential operations to be financed by the AMDTF, as well as supporting the endorsement of projects proposals by the AMDTF Steering Committee.
  • Prepare the AMDTF programming (pipeline forward guidance).
  • Prepare the Annual AMDTF Report in coordination with the Grants and Co-financing Management Unit of the Global Partnerships Office (GCM/GPS).
  • Orchestrate operational reporting to AMDTF donors and any other reports and information required by the ACU team.
  • Organize operational and strategic meetings in coordination with other ACU members and Resource Mobilization Division of the Global Partnerships Office (REM/GPS), such as AMDTF Steering Committee meetings, AMDTF country meetings (portfolio review and pipeline development), Amazonia Forever Advisory Panel and Annual Donor Meeting of the Amazon Forever regional program.
  • Collaborate with other ACU members to identify and develop strategic knowledge and communication products oriented towards donors and related to the Amazonia Forever portfolio.
  • Promote the internal and external exchange of knowledge gained from Amazonia Forever projects and facilitate access for IDB project teams to knowledge generated and disseminated by the Amazonia Forever funds, especially the AMDTF.
  • Provide guidance and training on the consistent application and use of the terms and conditions of the AMDTF, and how they compare and complement the regulations and processes of the IDB Group.
  • Support other ACU members whenever a portfolio perspective adds value to the task at hand.
  • Support day-to-day donor management and information support.
  • Support other ACU members in daily coordination activities related to the Amazonia Forever Program Funds at headquarters and in the COFs.
  • Participate in meetings and activities that form part of the IDB's institutional relationship with the donor community as directed by the ACU Unit Chief.
  • Propose and develop solutions to continuously improve the quality and efficiency of operational support provided by the ACU team to IDB teams regarding the Amazonia Forever Funds.
  • Support the overall fund technical coordination processes and activities of Amazonia Forever as required by the ACU.

What you'll need

  • Education: Master's degree in environmental or natural resource management (preferred) and/or economics, international development, international relations, public policy, or related fields.
  • Experience: 
  • At least 5 years of relevant experience in coordinating or managing a portfolio of development projects with donor funding and an understanding of their mandate, priorities, and operations. 
  • Practical knowledge of multilateral development banks and conservation projects in the Amazon region is highly desirable.
  • Languages: Proficiency in English, and working level of Portuguese and Spanish. 

Requirements

  • Citizenship: Must be a citizen of one of our 48 member countries. We can assist with relocation and visa applications for you and eligible dependents.
  • Consanguinity: No relatives (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at IDB, IDB Invest, or IDB Lab.

Type of contract and duration

  • Type of contract: Full-time national consultant.
  • Contract duration: 12 months (renewable).
  • Location: Remote based in Brazil, Colombia, Peru, Ecuador, Surinam or Guyana.
