About this position

The Caribbean continues to face several challenges that impacts the livelihoods of its citizens, including very low rates of economic growth, exacerbated by its inability to recover from the pandemic and other external shocks, and the vulnerability of the region to the impacts of climate change. 

The Inter-American Development Bank (IDB), the UK’s Foreign and Commonwealth Development Office (FCDO), Global Affairs Canada (GAC), and the Caribbean Development Bank (CDB), are co-financing a program called “Compete Caribbean + Trust Fund: Partnering for a Competitive, Equitable and Climate-Smart Region (CC+), with an initial budget of US$9.64 million. CC+ will be executed by the Inter-American Development Bank, through a Program Coordination Unit based in the IDB’s Barbados Country Office. The program’s objective is to improve gender-responsive sustainable growth and climate resilience of Caribbean countries’ private sector. The Program will achieve this objective through three pillars:
•    Pillar 1: Promoting Competitiveness, Climate Action and Inclusiveness of the Caribbean Private Sector;
•    Pillar 2: Enhancing government capabilities to support climate-smart and gender-responsive businesses; 
•    Pillar 3: Promoting scientific R&D for climate innovation in the public and private sectors;

Specifically, Pillar 1 will increase private sector productivity, adoption of climate technologies and capacity to generate innovative solutions for climate change with a strong gender and inclusion impact, by supporting technical assistance related to cluster and value chain, project to strengthen Business Support Organizations (BSO's), the design and implementation of projects to strengthen public entrepreneurship innovation ecosystems; the design and implementation of projects to strengthen gender-responsive technology extension, as well as, improving labor force skills related to climate, digital and general innovation, with a strong focus on women.
The Pillar 1 Coordinator will be responsible for the identification and delivery of the portfolio of projects to be financed under Pillar 1. This includes designing and coordinating all aspects of project identification and selection, including calls for proposals’ timelines and processes, project application templates, and criteria for eligibility and selection.

The consultant will also manage the implementation of selected projects, including design, negotiation with beneficiaries, execution, and monitoring and evaluation of results. The Pillar 1 Coordinator may be tasked to also contribute to Pillar 1 projects and  identification and delivery of a subset of projects to be financed under Pillar 3.

What you’ll do

Portfolio Management
•    Prepare project management plans for portfolio of projects, ensuring timely updates
•    Prepare inputs to annual work plan submissions
•    Prepare inputs to donor reporting (annual and as requested).

Project identification and design
•    Lead the development and execution of protocols and processes executing calls for proposals for Pillar 1 projects (and if applicable, Pillar 3) in-line with the Operational Guidelines of the Program; 
•    Coordinate drafting of project documents as required for the project approval process, such as technical cooperation abstract, technical cooperation document, terms of reference, results matrix, procurement plans and others.  

Project execution 
•    Oversee the selection and procurement of individual consultants and consulting firms required to deliver the results of Pillar 1 and, as needed, Pillar 3 projects, in adherence with IDB policy; 
•    Manage communication with beneficiaries and other stakeholders, ensuring the cohesive implementation of projects 
Monitoring and evaluation
•    Contribute to the analysis of outputs and outcomes from projects drawing out strategic lessons for the Program and future private sector development in the region. The consultant will also be responsible for coordinating independent evaluations of projects including impact evaluations. 
Knowledge production: 
•    The consultant will identify opportunities for knowledge production that are aligned and/or support the objectives of the Program. The consultant will also help disseminate lessons learned from projects being implemented, by facilitating where appropriate, working groups, roundtables, and other information sharing engagements.  

What you'll need

•    Education: Master’s degree (or equivalent advanced degree) in Business, Economics, Sustainable Development, Climate Change or other fields relevant to the responsibilities of the role. 
•    Experience: At least 5 years of progressive experience relevant to sustainable, gender mainstreamed, climate friendly private sector development. Previous experience relevant to managing projects relating to climate change, private sector development, innovation and competitiveness issues, and productive development policies in the Caribbean region is desired.  
•    Languages: Proficiency in English.
 

Requirements

•    Citizenship: You are either a citizen of Barbados or a citizen of one of our 48-member countries with residency or legal permit to work in Barbados

•    Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Consultant:  National consultant: National consultant Full-Time, 12 months (up to 36 months).
