About this position
We are looking for a dynamic and talented professional to work and contribute to the environmental data gathering in Barbados, with a specific focus on climate change, biodiversity, and green and blue jobs. As environmental data is limited but critical to better assess and support environmental policies, climate change action, reforms for a just transition, amongst others you will work on the data collections and analysis environmental data as well as social information, for the design and implementation of methodologies to enhance climate change and biodiversity knowledge in Barbados, including green and blue jobs.
You will work in Barbados, on behalf of the Climate Change Solutions Division (CSD/CCS) and the Labor Markets and Social Security Division (SCL/LMK). This team is responsible for the response to the needs of countries to create more and better jobs and improve coverage and sustainability of social security.
What you’ll do
Your main responsibility will be to support the MENB and the Barbados Statistical Services offices to develop and maintain data on environment, climate change, biodiversity, green and blue employment, as part of the statistics team, which will include:
- The preparation of the Environment Statistics report, which will encompass:

- The coordination of stakeholder meetings to assess what data needs are to guide Environment Statistics data collection.
- The collection Environment Statistics data as guided by Stakeholder meeting, and
- Prepare Environment Statistics report
- Participation in all coordination instances in which climate change data is required to track NDC actions, GHG emissions, adaptation data and indicators, as well as sector climate action strategies, which will require you to:
- Assess data needs and collect said data to guide preparation of Barbados' 2nd State of Environment Report, under consultation with the Ministry of Environment and National Beautification, UWI and UNEP.
- Under guidance from and in collaboration with the national Project Steering Committee of the Capacity-building Initiative for Transparency (CBIT), collect data required to facilitate the CBIT project.
Furthermore, and under the collaboration developed under the Green and Blue Jobs collaboration between SCL, CCS and the Government of Barbados, you will:
- Undertake desk research on the status of a Green and inclusive Economy in general and as it specifically relates to Barbados and on other related issues to the Environment;
- Prepare an Inception Report to inform the collection of data based
- Develop and design a Green and gender-inclusive Jobs module
- Monitor and evaluate the progress and performance of the Green Jobs module
- Develop summaries and analyses of the module including policy recommendations.
- Prepare training manuals for the module for field work and data processing;
- Conduct training workshops to enhance the skills of the staff in analyzing green jobs.
- Perform data analysis, literature reviews, and write academic material on skills, labor intermediation, and social security.
- Contribute to the collection, review, and harmonization of datasets and indicators for labor and social security published by the IDB.
- Conduct analytical work using structured and unstructured data necessary as input for the country dialogue, country diagnostics for sector notes by preparing background materials.
- Participate in dissemination strategies and awareness workshops, preparing presentations, blog posts, and other materials for various stakeholders.
What you'll need
- Education: Master’s degree (or equivalent advanced degree) in economics, statistics, international relations, public policy or other fields relevant to the responsibilities of the role.
- Experience: A minimum of 5 years of experience in environmental, climate change, sustainability, as well as a comprehensive understanding of labor markets and social security topics is desired, of which 3 in project management, especially in Latin America and the Caribbean and with public sector institutions. Candidates must have a strong quantitative background (e.g., econometrics, statistics) and programming (R, Python and Stata).
- Languages: Proficiency in English.
Requirements
- Citizenship: You are either a citizenship or a resident with legal permit to work in your country of residency.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
