The IFD/CIS Division mission is to help countries reduce crime and violence, promote access to justice, and foster more inclusive, secure, and resilient communities. We do this by strengthening institutions, supporting innovation in service delivery, and fostering collaboration between government and civil society. To do so, we support member countries design and implement effective, evidence-based public policies. We also produce cutting-edge research, policy notes, and analytical tools to inform decision-making and improve program effectiveness. 

To this end, the Citizen Security Division (IFD/CIS) is seeking a consultant to enhance the effectiveness and agility in key operational, strategic, and knowledge-related functions that contribute to the division’s mission and alignment with institutional priorities.

What you’ll do

  • Portfolio monitoring and reporting support: Extract and analyze data from IDB systems to support portfolio reviews and reporting, prepare dashboards, charts, and summaries to inform decision-making and strategic planning, track progress on departmental initiatives and operational milestones, contribute to the preparation of quarterly and annual reports, including inputs for corporate reporting exercises, monitor implementation of work plans and flag delays or bottlenecks, support the development of performance indicators and progress tracking tools, among other relevant tasks.
  • Development effectiveness support: assist ICS team in charge of operational quality and evaluability through the review of project documents (e.g., Proposal for Operation Development, Tehnical Cooperations proposals, Project Completion Reports ) to ensure alignment with development effectiveness standards, assist in the monitoring of compliance with the development effectiveness network guidelines, participate in trainings as necessary, assist in the coordination of mid-term reviews and extract indicators for early results performance,
  • Strategic Support: Provide support to ad hoc initiatives led by the division, including scoping of new lines of work strategic stakeholders’ coordination, and cross-sectoral collaborations, assist in the preparation of division work plans, progress reports, and strategic briefs, support coordination with other departments, divisions, and external stakeholders.

What you'll need

  • Education: Master’s degree in economics, statistics, public policy or citizen security or criminal justice related fields.
  • Experience: 5 years of experience in security sector projects financed by multilateral development institutions, international organizations, or government agencies. Experience supporting
  • management or front office functions, including coordination, strategic planning, monitoring, evaluation or reporting. Familiarity with evaluability or development effectiveness frameworks, results-based management, and corporate reporting tools. Exposure to knowledge management, event coordination, and stakeholder engagement.
  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

  • Citizenship: You are a citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab

Type of contract and duration

  • International consultant Full-Time, 12 months (up to 36 months).
