About this position

We are looking for a Climate Change Solutions Specialist Consultant. As a consultant you will support CSD/CCS in the day-to-day technical activities related to the preparation, execution, and monitoring of adaptation/climate resilience related activities in support to countries’ requests. In addition, and as part of the climate change mainstreaming process within the Bank, this consultancy should also provide support to sectorial teams across the IDB Group in considering resilience from the initial projects’ design phase. Besides technical expertise, it will be critical that the consultant possesses demonstrable understanding of project management, as well as experience in the coordination of multi-sectorial operations and projects developed with governmental and non-governmental clients and other executing institutions.

A further general objective of this consultancy is to support activities related to the participation of the IDB in the MDBs Adaptation Working Group and to the operationalization of the MDBs methodology on Paris Alignment with an emphasis on the BB2 module for Adaptation and climate resilience.

You will work for the Climate Change Solutions Division (“CSD/CCS”), which is part of the Climate Change and Sustainability Sector (“CSD”). This team is responsible for advising IDB management and developing policies, strategies, operational guidelines, and programs on issues relevant to the sector, as well as related areas. In addition, CSD carries out relevant sector research, analytical work, sector practices and case studies on climate change and sustainability. As a division of CSD, CSD/CCS provides support: (i) in the mainstreaming of climate change in the actions and operations of the IDB group and (ii) in the mainstreaming of climate change in the regional countries of the IDB group through support to the ministries of environment, planning, and economy and finance of the region. Both axes share the objective of strengthening climate policy at the subnational, national, and regional levels.

What you’ll do

  • Coordinate and manage information flow on adaptation and climate resilience related issues with other IDB divisions and clients as well as IDB-invest (private sector of the IDB).
  • Develop capacities and tools/methodologies (as required) to address climate resilience (e.g., opportunities and risks) in relevant IDB Group operations and in line with
    IDBs’ climate and disaster risk assessment methodology.
  • Support (if requested) climate risk screening analysis and the development of TORs for disaster risk assessments and climate risk reports in high-risk projects.
  • Actively participate in the incorporation of climate resilience in the design, preparation, approval, and execution of development operations.
  • Support the climate finance tracking of adaptation operations according to joint MDB methodology and maintain coordination with ESG climate screening process.
  • Support the development and follow-up of strategic plans and partnerships related to adaptation and climate resilience and liaise with other agencies and partners under the guidance of supervisor upon guidance of the division chief.
  • Advise on technical and policy-related issues concerning adaptation and climate resilience and participate in missions to support other sectorial teams as part of the climate change mainstreaming mandate of the division.
  • Support divisions on the development and implementation of operational guidelines that stem from the BB2 MDB methodology on Adaptation and Climate resilience.
  • Given the dual climate-related benefit (mitigation and adaptation) of many water operations, for water infrastructure related projects, provide technical support as needed in the estimation of GHG emissions reduced/avoided and related climate mitigation finance.
  • Provide technical support in the implementation of IDB’s conceptual framework for defining climate resilience metrics at the project level and/or country strategy level.
  • Provide technical support to IDB’s team participating in the discussions of the MDB Adaptation Working Group. This includes preparing presentations, revising and/or reviewing technical documents, participating in TEAM meetings. 
  • Support in the identification and mobilization of international climate finance for adaptation, including CIF/PPCR, Green Climate Fund and other available bilateral funds such as NDF or IKI; this includes as requested and in coordination with other divisions of the Bank support in the drafting of project proposals to have access to new and additional funds for adaptation.
  • Lead and provide support in the generation of knowledge products including scientific papers, technical notes, country profiles on adaptation and stimulating knowledge sharing on the topic of adaptation and resilience with other divisions of the Bank (both public and private); this also includes contributions to the IDB website, adaptation platform, project fact sheets, country risk profiles, newsletters among other available tools.

What you'll need

 

  • Education: Master’s degree o equivalent in economics or within an engineering or physical sciences discipline.
  • Experience: At least 5 years of relevant work experience in project management; and at least three years of experience working on adaptation, climate resilience, climate risks issues.
  • Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.

  • Citizenship: You are a citizen of one of our 48-member countries.  
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration

•    Consultant:  
    -  International consultant Full-Time, 12 months (up to 36 months).  

If international, Headquarters (Washington, D.C), whereas if national 100% remotely from place of residence of selected candidate and services are expected to be provided from a country where the IDB Group has offices.
