About this position

In response to growing demand for concessional climate finance, the IDB is seeking a Senior Consultant to join its Concessional Finance Team, with a specific focus on supporting the oversight of the Bank’s GCF portfolio and developing high-impact, fundable proposals.

 

You will work for the Climate Change Solutions Division (CSD/CCS), part of the Climate Change and Sustainability Department (CSD). This team is responsible for advising IDB management and developing policies, strategies, operational guidelines, and programs related to climate change and sustainability. As a division of CSD, CSD/CCS provides support in two areas: (i) mainstreaming climate change into the IDB Group’s actions and operations, and (ii) supporting the region’s ministries of environment, planning, and finance to strengthen climate policy at the subnational, national, and regional levels.

What you’ll do

Under the IDB Fund Lead’s supervision:
•    Support IDB’s GCF pipeline and portfolio, from origination to implementation, and support the regular technical engagement with the GCF Secretariat.
•    Support the design and preparation of GCF funding proposals and concept notes, ensuring alignment with GCF investment criteria, climate rationale, Theory of Change, and logical frameworks.
•    Provide technical advice to IDB operational teams and country counterparts on GCF project development, adaptive management, and compliance with GCF standards and procedures.
•    Conduct technical reviews of GCF documents, including funding proposals, gender action plans, climate risk assessments, and environmental and social safeguards.
•    Monitor project development milestones, ensure timely submission of documentation, and support coordinating the Bank’s response to GCF Secretariat and Board comments.
•    Support coordination between internal IDB units, executing agencies, national designated authorities (NDAs), and other stakeholders to ensure smooth project development and implementation.
•    Support the design and delivery of knowledge, training, and capacity-building activities to strengthen internal and external understanding of GCF requirements and processes.
•    Contribute to strategic planning and analytical work to advance IDB’s climate finance goals and engagement with concessional funds.

What you'll need

Education: Master’s degree in climate policy, international development, economics, finance, environmental management, or a related field. 

Experience: At least 5 years of relevant work experience, of which 3 years working with a regional or Multilateral Development Bank and/or development financing institution in developing GCF funding proposals and/or working with the GCF in project development, management, or review. Proven experience leading or supporting successful GCF funding proposals. Familiarity with climate finance instruments, adaptation and mitigation methodologies, Theory of Change development, and logical frameworks. Understanding of the GCF operational policies and guidelines, including a deep understanding of the GCF Integrated Results Management Framework. Broad knowledge of climate finance, climate finance tools, enablers and implementation models, across various sectors. Experience working with public institutions and stakeholders in Latin America and the Caribbean is an asset.

Languages: Fluency in English is required. Spanish would be an advantage.

Citizenship: You are a citizen of one of our 48 member countries.

Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration

International consultant: International consultant Full-Time, 24 months (up to 36 months).  

If international, Headquarters (Washington, D.C), whereas if national 100% remotely from place of residence of selected candidate and services are expected to be provided from a country where the IDB Group has offices.
