About this position

The Energy Division is currently looking for an Energy Senior specialist, which expertise in Mobilization and Financial Instruments. The energy division is a key financing partner of the energy sector in Latin America and a trusted parter of other international financing institutions, philanthropies, and other actors.

The role of this position is to accelerate and strengthen mobilization of resources with existing and new financing instruments for our energy sector operations.

You will work in Energy Division (ENE) of the Infrastructure and Energy Sector (INE). ENE has the operational responsibility in the IDB to finance energy infrastructure projects to support companies and public agencies in LAC, with sovereign guaranteed operations.

In addition to financing infrastructure projects, we support the energy sector with instruments such as policy lending for institutional reform and managing a number of resources mobilization initiatives to key challenges in the energy sector such as energy access, transmission development, resiliency and others.

What you’ll do

  • Coordinate co-financing and parallel financing initiatives with well-established co-financiers of the IDB such as Japan, Corea, the European Union, multilateral funds and others in specific to energy sector financing and technical assistance operations.
  • Identify new mobilization needs and opportunities from additional donors, financial institutions, philanthropies.
  • Act as the focal point for IDB departments dealing with resources mobilization, such as the partnerships division, the financial instruments divisions, the climate change solution division and others.
  • Acts as the point of contact for the ENE pipeline funded/co-funded by donors, including delivery of donors’ reports related to disbursement and achieved impacts, and coordination for ENE submission of project proposals for multilateral funds.  
  • Identify, design and implement existing and new financing instruments in support of our energy sector operations to scale our impact, such as guarantees, bond issuances, blended finance and others.
  • Identify synergic opportunities with IDB Invest, IDB Lab to scale our impact in the energy sector.
  • Create knowledge products (policy notes and others) useful for dialogue with clients on issues relevant to the position, with emphasis on the above subjects.
  • Support country teams and the energy division chief with high-level dialogue resources mobilization, new financing instruments, and energy sector specific partnerships, preparation of notes, presentations, in support of our financial resource mobilization and financial instruments to energy sector operations and across the region.
  • Participate and coordinate the execution of products such as strategic knowledge studies and promotion of IDB activities, including, among others, preparation of terms of reference, selection of experts, review of reports, organization and participation in workshops, seminars and other technical events.

What you'll need

  • Education: Master’s in Business Administration, International Relations, Finance, or Economics.
  • Experience: Minimum of five (5) years of experience (ten preferred) building strategic alliances and mobilizing finance for development operations in the energy sector. Proven experience structuring innovative financial instruments—such as guarantees and blended finance—applied to energy sector interventions, including generation, transmission, distribution, and emerging technologies (e.g., renewables, e‑mobility, and mining‑related energy solutions). Strong understanding of energy sector investment needs, financing requirements, and project financial analysis across traditional and new technologies.
  • Languages: Proficiency in English and Spanish, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration

International Staff contract, 36 months initially, renewable upon mutual agreement.
