About this position
We are seeking a proactive, knowledgeable, and results-oriented financial sector specialist to contribute to the division’s efforts to enhance the development effectiveness of financial public sector operations. In this role, you will work directly with project teams throughout the full project cycle and will play a critical role in improving the relevance, effectiveness, efficiency, and sustainability of CMF operations. You will bring strong analytical skills and a deep understanding of development effectiveness principles as well as of financial sector interventions in Latin America and Caribbean region.
Our division works to strengthen the capacity of the public financial sector to mobilize resources and catalyze capital for development. We focus on effective capital market development and innovative financial structuring and solutions to facilitate private investment and ensure inclusive and sustainable development.

What you’ll do 
•    Integrate development effectiveness into operations by guiding teams in the articulation of sound theories of change, robust results frameworks, and realistic monitoring and evaluation (M&E) plans during project design and preparation.

•    Strengthen economic analysis of operations, including cost-benefit and cost-effectiveness analysis, to support sound decision-making and resource allocation.

•    Review and enhance operational documents—such as loan proposals, monitoring reports, and project completion reports—to ensure clarity, evaluability, and alignment with institutional priorities and country strategies.

•    Provide hands-on support during implementation to help teams monitor progress toward results, troubleshoot challenges, and incorporate adaptive management practices that improve project performance and sustainability.

•    Promote learning and capacity building by developing and delivering trainings, tools, and technical guidance on development effectiveness methods, processes, and standards, tailored to operational needs.

•    Contribute to impact evaluations and evidence generation by co-leading or supporting the design and execution of project-level impact evaluations and analytical studies that inform future operations and institutional learning.

•    Collaborate across teams and sectors to share knowledge, harmonize practices, and contribute to continuous improvement of development effectiveness tools and systems across the organization.

•    Mentor junior staff and consultants, sharing your expertise and supporting their contributions to strengthening the impact of CMF operations.

What you’ll need 
Experience: 
•    Master's degree or equivalent, in economics, evaluation, finance or a related field relevant to this position.
•    At least 7 years of relevant professional and international experience at the intersection of economic analysis, monitoring and evaluation, and development effectiveness and financial sector operations. 
•    Excellent interpersonal, problem-solving, and team skills with the ability to find balanced, pragmatic, and implementable solutions in a multi-disciplinary context. Specific experience in financial sector projects and private capital mobilization matters in Latin America and the Caribbean is a plus.

Languages: Proficiency in Spanish and English, spoken and written, is required.

Requirements
•    Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.

Type of contract and duration

•    International staff contract, 36 months initially, renewable upon mutual agreement.
