About this position

We are looking for a proactive and results-oriented Financial Sector Senior Specialist to contribute to the division’s efforts in the design and implementation of innovative financial and capital markets solutions programs.

The Connectivity, Markets and Finance Division (CMF) strengthens public-sector financial institutions and capital markets to mobilize resources and catalyze private investment. We emphasize innovative financial structures and solutions that advance inclusive, sustainable development across Latin America and the Caribbean.

What you’ll do

  • Design Innovative Financing Models: Develop and implement innovative financial structures to mobilize resources for development, such as blended finance models and project financing. Lead the creation of financial instruments tailored to complex development needs, with an special focus on sovereign guarantees and credit enhancements structures.
  • Lead or co-lead complex financial structuring across multiple sectors: Spearhead the structuring, negotiation, and execution of complex transactions involving both public and private sector stakeholders. This includes crafting innovative debt solutions such as debt-for-development swaps and the structuring of projects in different sectors, in addition to capital market-specific instruments.
  • Develop Risk Mitigation Strategies: Lead or co-lead the design and implementation of sophisticated risk mitigation techniques, including the use of guarantees, insurance mechanisms, mezzanine financing, and special-purpose vehicles (SPVs) to attract private sector involvement. Ensure that these instruments are efficiently structured to balance public and private interests.
  • Spearhead technical and high-level policy dialogue: Engage in and lead technical dialogue with government authorities, providing analytical and advisory services. Develop high level policy dialogue, knowledge exchange effort to strengthen strategic partnerships with key development stakeholders in the Region. 
  • Work with Diverse Market Players: Cultivate and manage high-level relationships with institutional investors, commercial banks, private equity firms, and other financial intermediaries, ensuring effective mobilization of private sector resources. Engage with a broad spectrum of market participants to create innovative financing partnerships.
  • Cross-Sectoral Collaboration: Work in close coordination with other IDB divisions, including energy, infrastructure, health, and education sectors, to develop comprehensive, multi-disciplinary financial solutions. Ensure an integrated approach that combines sector-specific expertise with innovative financial mechanisms

What you'll need

•    Education: Master's degree (or equivalent advanced degree) in economics, finance, law or related field relevant to the responsibilities of the role.  

•    Experience: At least 5 years (7 years preferably) of demonstrated success in financial structuring and capital markets. This includes:

  • Hands-on experience in the structuring, negotiation, and execution of multi-layered deals, project finance, and/or sovereign financing. 
  • Advanced financial modeling skills and ability to develop and evaluate complex financial structures, ensuring they meet both development and commercial objectives. 
  • Proven expertise in structuring, including syndications, securitizations, sovereign guarantees and guarantee funds in emerging markets, particularly within Latin America and the Caribbean.
  • Track record of structuring and closing financial transactions involving diverse stakeholders, including institutional investors, development finance institutions, governments, and multilateral organizations.
  • Experience in financial due diligence, risk management, and contract negotiations in complex deals as well as experience working on blended finance models, project finance, and/or  PPPs.
  • Demonstrated ability to work cross-functional teams, ensuring effective collaboration and delivery of complex transactions.
  • Proven negotiation skills and ability to engage with senior leaders in both the private and public sectors.

•    Languages:  Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration

 International staff contract, 36 months initially, renewable upon mutual agreement.
