About this position
We are searching for a development effectiveness senior associate or officer working under the supervision of the Managing Director of Development Effectiveness.
Our division oversees the design and implementation of the IDB Invest’s development effectiveness framework. It establishes, implements, and coordinates compliance with evaluation standards at each stage of a project’s life cycle (origination, preparation, implementation, and evaluation). DVF ensures both accountability and learning for the benefit of our clients, partners, and beneficiaries in Latin America and the Caribbean. Furthermore, it defines operational recommendations and is responsible for corporate reporting and cooperation with other MDBs on development effectiveness matters. DVF manages various tools such as: ex-ante and ex-post cost-benefit analysis, the Development Effectiveness Learning Tracking and Assessment Tool (DELTA), the Annual Supervision Report (ASR), the Expanded Supervision Reports (XSR), and in-depth and impact evaluations.
What you’ll do
- Implement and review development effectiveness tools. Ensure compliance with the evaluation standards embedded in the development effectiveness framework.
- Ensure that throughout the lifecycle of IDB Invest products and services, development effectiveness objectives are met; and that quality standards are followed to ensure the relevance, efficiency, effectiveness, and evaluability, as well as the financial sustainability and financial contribution of these products and services.
- Participate in project preparation, providing technical advice on the project design and monitoring and evaluation plans. Provide training to our teams and clients on intervention logic, indicators, data collection, and evaluation methodologies.
- Design and implement project/program assessments, thematic/sector reviews and studies’ systemic, catalytic, and demonstration effects. Project/program assessments include, but are not limited to ex-post evaluations, impact evaluations, and thorough testing of new products and services.
- Facilitate the inclusion of lessons learned into the design of new projects and provide advice for the implementation of ongoing projects. Participate in the preparation of knowledge products focused on development effectiveness.
- Report on development effectiveness data to inform the Corporate Results Framework, Development Effectiveness Overview, pitch books and other communication products. Facilitate the cooperation with other MDBs on development effectiveness matters.
What you'll need
Education: You hold a master’s degree in economics, Business Administration, Finance, Public Policy or related field for the officer position.
Experience: At least 3 years of proven relevant experience in project management or monitoring and evaluation of development projects in one or more areas of interest for the IDB Invest (financial markets and banking, transport, energy, telecommunication, agribusiness, manufacturing, tourism, and other services).
- Deep understanding of the operational work of the IDB Invest or similar experience in a multilateral institution/ private sector.
- Strong project management skills and experience managing complex projects, developing and implementing innovation, as well as the ability to engage stakeholders across different levels of the organization.
- Knowledge and/or experience in Latin America and the Caribbean is essential.
- Experience in economic cost-benefit analysis or impact evaluation is a plus.
Languages: You are proficient in oral and written English and Spanish and knowledge of Portuguese if based in Brazil.

Citizenship: You are either a citizen of the country where the position is located or with a residency or legal permit to work in these countries: Argentina, Brazil, Chile, Uruguay, Paraguay, Bolivia, Colombia, Ecuador, and Peru.
Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
Type of contract and duration
National staff contract, 36 months initially, renewable upon mutual agreement.
