About this position
We are looking for an expert in organized crime with knowledge in gender and diversity to create a guide that strengthens the incorporation of gender and diversity perspectives in operations to prevent and respond to organized crime in Latin America and the Caribbean. Women are disproportionately affected by crime and violence, particularly in regions where organized crime is deeply rooted. This consultancy aims to enhance understanding of how gender impacts vulnerability to recruitment, roles within criminal organizations, and exit strategies. It will also analyze the connection between organized crime activities and specific crimes against individuals, highlighting the differentiated impact on women and diverse populations, including migrants.
The main objectives of this consultancy include collecting primary information on the experiences of actors involved in organized crime cases, understanding the challenges faced by victims in accessing security and justice services, and identifying promising practices for prevention and reintegration. The consultant will work within the Gender and Diversity Division (SCL/GDI) and in collaboration with the Citizen Security Division, contributing to IDB's mission to promote gender equality, women's empowerment, and the inclusion of diverse populations through strategic guidance, technical assistance, and training.
What you’ll do
- Conduct literature review on gender norms, intersectionality, roles in criminal organizations, and exit strategies.
- Collect and analyze primary data from 4 countries in Latin America and the Caribbean using questionnaires and interviews.
Connection between organized crime and specific crimes against individuals and illicit market activities:
- Review literature on relationship between specific crimes, illicit market activities, and organized crime, emphasizing impact on women and diverse populations.
Access to services for victims of violence:
- Identify challenges faced by women and diverse populations, including migrants, in accessing security, justice services, and violence care services in areas with high organized crime prevalence.
Identification of effective programs and case studies:
- Review data on effective programs for preventing recruitment and promoting disengagement of individuals from criminal groups.
- Develop two case studies illustrating promising practices for prevention and reintegration.
Preparation of the practical guide:
- Prepare a practical guide for IDB project team leaders to incorporate gender and diversity perspectives in projects related to organized crime, including gap diagnosis, activities, initiatives, and indicators.
Communication:
- Hold regular meetings with IDB staff to report progress.
What you'll need
- Education: Master's degree in law, public security, criminology, political, economic and/or social sciences, international relations, gender, diversity, or related fields.
- Experience: A minimum of 5 years of work experience in the fields of criminology, public security, or development, and in the design, execution of public policies, or research in Latin America and the Caribbean. This professional must have a deep understanding of theories and practices related to crime and the dynamics of criminal organizations, as well as experience in formulating, evaluating, and/or implementing policies and programs focused on security and social reintegration in Latin America and the Caribbean. It is crucial to have specific experience in integrating gender and diversity issues into projects, demonstrating a profound understanding of how these issues affect the dynamics of crime and reintegration. The candidate should have at least one publication at the intersection of organized crime and gender and diversity.
- Languages: Fluency in Spanish and English is required.

- Citizenship: You are a citizen of one of our 48 member countries.
- Consanguinity: You do not have family members (up to the fourth degree of consanguinity and the second degree of affinity, including the spouse) working at the IDB, IDB Invest, or IDB Lab.
