About this position
This role supports the Capacity Building, Asset Management and Advisory Services Program. The CAsA Program’s advisory and capacity-building work with public pension funds, sovereign wealth funds, deposit insurance schemes, and similar savings institutions across Latin America and the Caribbean. The specialist is expected to bring expertise in governance structures, investment and risk frameworks, and institutional strengthening to help these entities align with international best practices and strengthen their role as long-term anchors of financial stability.
The position does not require prior central bank experience, but rather solid knowledge of long-term savings and investment vehicles and their products, including liability-driven investment strategies, ESG integration, and strategic asset allocation frameworks.
This role is designed for a mid-level professional who will be exposed to a wide range of CAsA engagements and training opportunities. The consultant will work alongside the CAsA advisory team to design and implement tailored institutional capacity-building plans, ensuring sustainable improvements in governance, operations, and investment practices. In doing so, the specialist will contribute to external client engagements (diagnostics, technical missions, workshops, and policy design) as well as to internal collaborations within the IDB, partnering with divisions such as Treasury, Institutions for Development, Risk Management, and LEG to deliver integrated solutions.
What you’ll do
- Strengthening governance and oversight: Support the enhancement of institutional governance structures, board-level oversight, and accountability mechanisms.
- Improving investment and risk frameworks: Contribute to the design and implementation of asset-liability management (ALM) approaches, ESG integration, and risk management policies aligned with institutional mandates.
- Developing capacity-building plans: Assist in the design and execution of work plans—including workshops, technical missions, and advisory sessions—that ensure sustainable institutional reforms.
- Facilitating knowledge transfer: Promote peer learning and dissemination of best practices across public investment institutions in Latin America and the Caribbean.
- Advising on product design: Provide technical input on liability-driven strategies, sustainable finance instruments, and strategic asset allocation frameworks relevant to long-term savings and investment vehicles.
What you'll need
- Education: Master's degree (or equivalent advanced degree) in finance, economics, public policy, business administration, or other fields relevant to the responsibilities of the role
- Experience: Between 5 years of progressively responsible experience in public financial institutions, preferably in pension funds, sovereign wealth funds, deposit insurance funds, or similar savings and investment vehicles. Experience in governance, institutional design, and capacity-building initiatives is highly desirable.
- Technical expertise: Knowledge of investment and risk frameworks, asset-liability management (ALM), ESG integration, and strategic asset allocation. Familiarity with international standards such as IFRS, Santiago Principles, or OECD guidelines is a plus.
- Advisory and training skills: Demonstrated ability to design and deliver technical assistance, training programs, or institutional strengthening projects.
- Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of Portuguese is an asset.

- Citizenship: You are a citizen of one of our 48-member countries with residency or a legal permit to work in the selected post of duty.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
Type of contract and duration
- Consultant: National Consultant (Local Remote Modality), 24 months (up to 36 months). 100% remotely from the place of residence of the selected candidate, and services are expected to be provided from a country where the IDB Group has offices.
