About this position
The Executive Vice President (EVP), as the Chief Operating Officer of the institution and under the guidance of the Board of Executive Directors and the President of the Bank, is responsible for the operations of the Bank and provides day-to-day management oversight and direction to the Vice Presidents and other senior staff. The EVP also oversees the quality control and risk management of all Bank operations and serves as chair of management committees responsible for the Bank’s operational activities. The office of the EVP has 10 to 12 full-time employees who bring economic, financial, operational and administrative experience from across sectors with deep global work experience in both the private and public realms.
The EVP seeks a seasoned expert to provide specialized and strategic knowledge on the political economy and governance processes of our client countries, particularly those aspects which impact operations, lending and exposure, and relations. S/he will also assess capacity building needs by country and sector, lead reviews of projects that are governance and institution-focused, and assess, country-by-country programming, project selection, financial management and execution bottlenecks that hinder the effective use of IDB financing for development. What you’ll do
- Lead a regular and on-going assessment to brief the EVP and senior management on political economy changes and reforms of relevance to the IDB. Coordinate closely with relevant teams in VPC and RMG. Topic covered would include major elections, executive and legislative majorities, legislation and judicial actions, laws, regulations and decrees that could impact the overall economic performance, stability, approach to debt management, willingness to implement multilateral and IDB programs, and other factors that bind the region’s political landscape to IDB exposure, lending and functions.
- Lead or participate in designated work programs within the strategic engagements overseen by the Office of the EVP as assigned by the EVP or Chief Advisor and in coordination with relevant stakeholders. This may include:
- Support EVP’s participation in relevant Management Committees.
- Review projects, especially those focused on governance. Assess operational, social, and other challenges at both program and project levels.
- Interpret operational policy and advise the EVP and the Chief Advisor on substantive matters related to the Bank’s operational work that requires the EVP's input for approval. Coordinate with the respective offices to ensure adequate input for decisions required by the EVP.
- Other special initiatives
- Develop country specific plans to address execution issues, especially in financial management, and provide actionable recommendations for the EVP and Senior Management to implement.
- Draw lessons from past project performance to find any patterns of success, failure or concerns about sustainability and impact that can be applied to improve the programming process and project selection.
- Develop a framework to monitor the implementation of these plans and track progress in addressing the issues.
Requirements
- Citizenship: You are a citizen of one of our 48-member countries.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
What you'll need
- Education: Masters degree prefered in political sciences, public administration, public policy, economics, or equivalente experience in the fields relevant to the responsibilities of the role.
- Experience: At least 6 years of experience, 15 years of proven and practical experience in governance reform, public sector management, and institutional capacity building in developing countries prefered. Candidate should possess a strong understanding of the political and institutional challenges facing developing countries, especially regarding public policy and the MDB environment; and familiarity with the operations and processes of international financial institutions, including the IDB, World Bank, or other multilateral organizations.
- Candidate will have worked either in government or at an MDB in the area of policy reforms being financed through MDB
- Ideally, candidate will have worked in several countries in the LAC region with different governance structures, and at least 2 of the 4 sub-regions of the IDB.
- Languages: Proficiency in English and Spanish, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
