About this position
We are looking for a self-motivated, dynamic and results oriented individual for the position of Operations Senior Analyst / Associate based in the IDB Country Office in Belize. As an Operations Senior Analyst / Associate, you will work within several multi-disciplinary project teams to ensure effective and efficient planning and execution of important development projects that will be aligned to the IDB mandate in the country.
You will work in the IDB Country Office in Belize as part of Central America Isthmus, Mexico, and Haiti Department. This team is responsible for the identification, development and implementation of project, programs, studies or activities within Belize, and in collaboration with the region.
What you’ll do
Working under the supervision of the Chief of Operations, you will:
Country Strategy and Programming
- Support loan and technical cooperation operations using IDB tools and policies to ensure alignment with the Country Strategy.
- Analyze and present evidence of sectoral impact from IDB-financed operations, leveraging institutional knowledge and data.
Project Design and Start-Up
- Participate in designing operations, preparing project documents, and monitoring approval timelines.
- Draft project profiles and operational plans for technical cooperation projects.
- Assist in institutional capacity and risk analyses, budgets, results frameworks, and fiduciary plans.
Execution and Portfolio Monitoring
- Provide technical support on Bank policies during execution; prepare operating and procurement plans, disbursement requests, and documentation.
- Prepare supervision plans, monitoring reports, and follow up on recommendations.
- Review terms of reference, procurement documents, and contracts for compliance; verify products and services meet standards; draft communications to agencies.
- Support technical and fiduciary visits, follow up on recommendations, and coordinate missions and workshops.
- Maintain updated sector and fiduciary files and systems.
- Analyze contractual conditions, process modifications, and monitor pending clauses in Bank systems.
- Validate disbursement requests, input transactions, assist with budget transfers, and monitor projections with specialists.
- Advise on Project Execution Planning (PEP) based on international standards.
- Participate in risk analysis and contribute to risk management plans and monitoring.
Project Closure
- Collaborate on closure workshops; collect data for Project Completion Reports (PCR); follow up on evaluation recommendations.
- Provide information for OVE evaluations as requested.
Undertake any other additional tasks as required by the Chief of Operations or Country Representative, ensuring alingment with operational priorities and strategic goals.
What you'll need
Education: Bachelor’s degree in economics, business administration, law, social science, or similar discipline. Master’s degree preferred. Project Management certification is desirable.
Experience: A minimum of 2 years of relevant professional experience, preferably in administration of projects financed by multilateral development institutions or other external donors. Knowledge of national procurement policies, norms or practices and experience in writing reports is advantageous.
Languages: Fluency in English is required. Working knowledge of Spanish is an asset.

Citizenship:
You are either a citizen of Belize or a citizen of one of our 48-member countries with residency or legal permit to work in Belize.
Consanguinity:
You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
Type of contract and duration
National staff contract, 36 months initially, renewable upon mutual agreement.
