About this position
We are looking for a professional with strong program and portfolio management skills, and experience working within or with multilateral development banks. As Operations Senior Specialist/Specialist, you will be able to demonstrate enthusiasm for development and be able to effectively work across multi-disciplinary teams.
As Operations Sr. Specialist will report to the South Connection Coordinator and work within IDB's Southern Cone Country Department (CSC), with close coordination with IDB's Andean Country Department (CAN) and Caribbean Country Department (CCB).
The South Connection Initiative's objective is to enhance regional connectivity, bolster competitiveness, and promote sustainable growth in South America South Connection supports the region in three strategic priority areas: Connectivity, Regional and Global Value Chains, and Regulatory and institutional strengthening.
What you’ll do
Working independently with limited oversight from the Regional Coordinator, you will:
Strategic Management:
• Advance the operational implementation of the South Connection Initiative.
• Advance the South Connection Initiative regional integration agenda, ensuring alignment with strategic goals and measurable outcomes.
• Collaborate and contribute to the preparation of data-driven insights and sectoral analyses to inform multi-year programming processes, ensuring strategic alignment with institutional objectives and country-specific needs
Operational and Project management:
• Provide daily operational work for regional integration projects, ensuring seamless coordination, resource optimization, and achievement of project objectives within the established timeline.
• Coordinate the successful execution of regional integration projects, ensuring alignment with the Institutional Strategy IMPACT+ and achieving measurable improvements in efficiency and effectiveness.
• Analyze, report and make recommendations on the status of the project portfolio and disbursement/performance progress.
• Monitor projects results, analyze progress, and make recommendations.
• Coordinate and develop the contracting processes of Technical Cooperations executed by the Bank.
• Support the development of new tools and financial instruments to advance the regional integration agenda.
• Develop strategic reports and documents to support meetings with senior management and the Board of Executive Directors.
• Complete the annual monitoring reports of operations for their corresponding review and classification, as well as the final reports, in coordination with the team leaders.
Stakeholder Engagement and Partnerships:
• Provide input to the CSC Regional Integration Teams in the preparation, development, and execution of high-impact regional integration dialogues, fostering collaboration with key stakeholders from the public and private sectors.
• Coordinate with all relevant VPC regional initiatives to facilitate the exchange of experiences, promote synergies, and leverage lessons learned within the framework of regional integration efforts.
• Support engagement and cooperation with counterparts in other multilateral development banks on initiatives towards regional integration.
• Engagement in dialogue with strategic stakeholders on the regional integration agenda, including international forums such as the G20 and the Global Gateway, and multilateral organizations such as the OECD and the WTO etc.
• Engage with governmental officials to identify country demands and support initiatives to meet these demands towards regional integration.
Event Coordination:
• Design and lead the preparation of high-level meetings, conferences, and forums, ensuring that key stakeholders from multiple sectors and regions are engaged in meaningful dialogue to promote regional integration.
What you'll need
• Education: Master's degree (or equivalent advanced degree) in International Relations, Economics, Political Science or any other field relevant to the responsibilities of the role.
• Experience: At least five (5) years of progressive experience in a related field, in a multinational environment. Familiarity with the Bank's operations procedures, including project management methodology, would be an advantage.
• Languages: Proficiency in English and Spanish, written and spoken, is required. Portuguese is highly desirable.

Type of contract and duration
• International staff contract, 36 months initially, renewable upon mutual agreement.
