About this position
We are seeking a Senior Consultant for IDB Invest’s Capital Markets Division (FMS/CMS) with deep expertise in debt capital markets, structured finance, and a strong understanding of the Latin American and Caribbean (“LAC”) markets. The consultant will lead the development of a strategy to enhance the IDB Group’s ability to scale debt securities and structured finance solutions, with a focus on advancing sustainable, cross-sector investments in the region. Key priorities include mapping the current status of debt capital markets in key countries, identifying product and investor gaps, strengthening the project pipeline and ESG/thematic issuance potential, and improving distribution policies / channels through benchmarking, outreach, and strategic partnerships.

What you’ll do
1) Map out the status of debt capital markets in our main markets. This will include:
-Identification of key market participants, including for instance major issuers and investors, local stock exchanges, rating agencies, regulatory bodies
-Classification of main issuer types (sovereign, corporate, financial, sub-sovereign, etc.)
- Overview of the investor base, segmented by type (institutional, retail, domestic, international, ESG-focused, etc.)
- Summary of the main DCM instruments (e.g., government bonds, corporate bonds, green bonds, etc.) and formats (public offerings, private placements, international issuances, etc.)
- Insights into primary issuance volumes and trends and evaluation of market liquidity and secondary trading activity (if applicable)
- Identification of key market trends, including regulatory developments that may enhance or support further growth of the DCM ecosystem
The scope could be updated or expanded as needed based on the availability of new data, market intelligence, and ongoing regulatory or structural changes
2) Conduct an analysis of product gaps in IDB Invest’s Debt Capital Markets (DCM) and Structured Finance (SF) offerings.
- Benchmark our products against those of other Development Finance Institutions (DFI) and key commercial banks, focusing on their team coverage (such as team size by sector and countries), their product offerings (local vs international, currencies), terms flexibility, pricing considerations, underwriting policies, and product appeal (i.e., whether products are one-offs or scalable based on issuance volume and/or available DCM league tables).
- Conduct market analysis of local and international investors, including their appetite for developmental finance and potential demand for IDB Invest’s instruments (for example you can leverage insights from the studies run by IDB in Peru and Colombia).
- Assess investors’ experience and expectations regarding sustainable finance investments, along with constraints they face when participating as co-investors in our deals.
3) Assess opportunity for bankable projects to be financed via DCM
- Review IDB Invest’s track record and success highlighting what worked well and identifying opportunities to enhance the structuring of DCM and SF projects.
- Explore client opportunities to issue ESG/thematic bonds for both existing and planned projects, considering first-time as well as repeat issuances and issuers’ market readiness.
- Develop a marketing and outreach plan to attract ESG-focused investors, including a potential revamp of marketing materials and suggest conferences or events sponsored by IDBI.
4) Assess our capacity to reach local and international investors in DCM & SF
- Collaborate with the Mobilization & Asset Sharing teams to understand IDB Invest’s constraints in syndicating domestic and/or international bonds.
- Compile a list of DCM investors currently engaged by the Mobilization & Asset Sharing team.
- Compile a list of dealers/brokers who have already been involved in IDB Invest projects – this could be a base for establishing master agreement with them
-Conduct a benchmarking exercise on DCM distribution efforts currently underway by other Development Finance Institutions.
What you'll need
• Education: Master’s degree in public policy, economics, government, or similar fields preferred.
• Experience: At least 5 years of combined experience in executive positions in LAC private sector, government, and multilateral organizations. Proven experience in finance and the private sector: experience in business development, sustainable finance. Regional knowledge: possess a deep understanding of the markets in LAC.
• Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.

- Citizenship: You are a citizen of one of our 48-member countries.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
The selected candidate will not provide services from the Bank's office and will not be provided a physical space on the premises of the Bank's Country Office. The candidate selected will be responsible for setting up the space, and for having the equipment, internet, and phone accesses to accomplish these TORs, outside the Bank's office. Access to the Bank's systems will be arranged in coordination with the Bank if applicable.
