About this position

We are looking for an experienced Public Financial Management (PFM) Consultant to provide expert analytical and advisory services to the Inter-American Bank.

The consultant will work with the IDB’s Financial Management Country Systems team, which validates and strengthens public financial management systems, supports donor coordination and prepares strategic documents.

What you’ll do

Reporting to the Financial Management Specialist in the selected country cffice, the Consultant will, without limiting the scope of the work, be required to perform the following:

  1. Conduct an assessment of the Public Financial Management System in a selected country in the Caribbean region (Pillars I to V: Budget, Treasury, Accounting and Reporting, Internal Audit and External Control), using the IDB’s Guide for the Determination of the Level of Development and Use of the Public Financial Management System of the IDB (GUS). 

The consultancy consists of:

    a. Preparation and Planning work, including i) planning for the assessment; ii) coordinating with the IDB; iii) obtaining general information on the organizational and regulatory structure that governs and regulates PFM in the selected country, with an emphasis on public investment projects that are executed with financing from multilateral financial institutions; iv) review and analyze the main national regulations and procedures related to PFM processes concerning investment projects financed with external loans; iv) review and analyze assessment reports previously conducted in the country with other methodologies such as PEFA, SAI PMF, previous IDB’s assessments, etc.

    b. Desk Based Assessment and Analysis to i) conclude on whether the subsystems assessed are an appropriate means to manage IDB’s financed operations; ii) develop the indicators and consolidate the sections of the Report (Pillars I to V). All work related to the IDB Assessment Pillars I to V, including the report, supporting documentation, and peer reviews shall be documented and included in the automated IDB Country Systems App platform. The IDB will provide the Consultant with an IDB email address and access to the platform to do so; iii) prepare a presentation of the results; and iv) develop recommendations for improving.

    c. Present preliminary findings to the IDB Team

    d. Deliver final consolidated Assessment Report incorporating IDB’s feedback

    e. Complete and document the Bank’s Guide for Determining the Level of Development and Use of Public Financial Management Systems currently in effect in the Country Systems App and prepare the corresponding report on the same platform.

2. Provide recommendations for improvement for the purpose of continuing to strengthen and increase the level of use of the Country Systems at the project level with multi-lateral financing.

3. Present the results of the Assessment and Recommendations to the IDB Team.

What you'll need

  • Education: Professional designation as Public Accountant (or equivalent) and/or master’s degree in economics, public finance, accounting, business administration or other related areas.
  • Experience:  Between 7 to 10 years of relevant professional experience with knowledge and/ experience in accounting and financial management activities, PFM systems, and experience in applying the PEFA methodology. Knowledge and understanding of accounting and reporting systems, accounting standards, particularly those applied to the public sector (i.e.: International Public Sector Accounting Standards-IPSAS). Professional experience with PFM reforms, working in the Caribbean Region.
  • Languages: Proficiency in English

•    Citizenship: You are a citizen of one of our 48-member countries. 
•    Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
