About this position

The Energy Division is currently looking for Senior Energy Specialist. The candidate will participate in the identification, preparation, and supervision of energy projects (technical assistance and lending operations) and in the support of dialogue and advice governments, utilities, and related institutions, on the institutional, policy and regulatory aspects of electricity sector development.

 

The Energy Division (ENE) of the Infrastructure Department and Environment (INE) has the operational responsibility in the IDB to finance energy infrastructure projects to support companies and public agencies in LAC, with sovereign guaranteed operations.

What you’ll do

  • Provide technical expertise to support the design of loan and technical cooperation operations focused on institutional, policy, and regulatory reforms for private sector participation and energy sector transformation across countries.
  • Lead policy and regulatory dialogue with Bank clients to support project implementation and sector and subsector reforms, particularly in the transition toward low‑carbon, decentralized, and digitalized power systems.
  • Develop and author strategic knowledge products (e.g., policy notes, studies) to inform client dialogue and decision-making on energy sector reforms.
  • Support country teams and the Energy Division Chief in high-level discussions on policy, institutional frameworks, market design, regulation, tariff structures, and emerging business models in the energy sector.
  • Assist in the preparation of briefing notes, presentations, and inputs for high-level meetings, as well as the delivery of training activities for stakeholders such as regulators, system operators, energy ministries, and public utilities.
  • Support the identification of technical support needs and oversee consultancy work related to energy sector activities across the region.
  • Work closely with the Head of Division and Energy Division specialists in the identification, analysis, design, preparation, and approval of energy sector loans and technical cooperation operations in Latin America and the Caribbean.
  • Collaborate in a multisectoral manner with other Bank divisions on energy-related components of investment operations.
  • Coordinate with IDB Invest to promote synergies, including support for enabling conditions and regulatory and policy reforms that foster energy market development.
  • Participate in the evaluation of financial, economic, and technical viability of public sector energy projects, support results and impact assessments, and contribute to regional and national investment initiatives across energy value chains.

What you'll need

  • Education: Master’s Degree (or equivalent advanced Degree in Economics, Engineering, Business Administration, Finance, or other fields relevant to the responsibilities of the role.
  • Experience: Minimum of five (ten preferred) years of experience in the energy sector with special emphasis on direct experience in the design and implementation of institutional, policy and regulation designs for enabling private sector participation and electricity sector transformation for deep decarbonization, market design, rate design, and new business models for deep decarbonization of the power sector. Experience working with government, regulatory agencies, and private sector clients at designing, directing and implementing sector transformations for private participation and energy sector transformation for decarbonization, decentralization and digitalization
  • Languages: Proficiency in English and Spanish, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration

International staff contract, 36 months initially, renewable upon mutual agreement.
