About this position
The Division of Financial Management and Procurement Services for Operations (FMP) is looking for an experienced, dedicated, and problem-solving Procurement Specialist. This role will be based in Country Office of Suriname and will support Executing Agencies and IDB Project Team Leaders in the project’s design, implementation and closure, as well as in their efforts to strengthen their fiduciary systems.
FMP is under the purview of the Vice-Presidency of Countries and works in collaboration with IDB partners to help IDB borrowing member countries achieve their development objectives through effective fiduciary supervision through expert advice and quality service that ensures the effective and efficient use of the Bank’s development funds. To achieve this, we focus on the following task: establish a strategic dialogue with the authorities of the borrowing countries, provide advice on the design and implementation of Bank-financed operations, and support eligible countries to strengthen their fiduciary systems.
As a highly decentralized division, FMP focuses on: (i) bringing knowledge and innovation to FMP's operational and corporate work to create more effective development solutions; (ii) improve our decision making using business intelligence, relevant data and analytics; (iii) deploy our resources efficiently based on a planning framework to monitor, measure and communicate results; and (iv) create a healthy work environment that allows each FMP staff to grow, individually and collectively.

What you’ll do
The fiduciary function is an integral part of the development process; in the public sector it ensures accountability, transparency, and value for money in the use of resources. The procurement management function is a critical part of the Bank's fiduciary function in conjunction with the financial management function.
Through an effective fiduciary strategy, which combines adequate risk management and efficient supervision, it provides quality advice for the fulfillment of the development objectives of our clients to ensure value for money and the timely completion of Procurement activities that directly affect the disbursement and Project execution following the Core Procurement Principles. For this, it has adequate knowledge of the market, of the latest tools in terms of procurement, and supports the strengthening of national procurement systems.
The Procurement Specialist is committed to providing the required advice to ensure that the proceeds of operations financed, guaranteed, or participated in by the Bank, are carried out effectively, in a timely manner and promoting the principles of economy, efficiency, and Value for Money. This objective is met through strong skills and knowledge which will be reflected in the following activities.
- Actively and opportunely participate, as part of the project team, throughout the project cycle and advise on the best procurement approach to obtain the expected results and the adequate fulfillment of the Bank’s fiduciary requirements in accordance with the highest standards.
Using the most up-to-date procurement tools on the market as required by project’s needs, data analysis and business intelligence, provide high-level technical advice in project design and execution on procurement fiduciary matters, including the selection of procurement methods, handling of protests and matters of contention raised by borrowers, bidders, and other Bank stakeholders. - Analyze the Bank's procurement policies, procedures, and guidelines for their application. Identify best procurement international practices. Transform data into relevant knowledge to improve expert fiduciary advice to our internal and external clients.
Lead high level technical dialogue with government officials to promote the enhancement and use of the Country Systems and participate in fiduciary assessments (MAPs, GUS, among others), prepare background analysis, and promote the strategy for the effective use and strengthening of the countries' public procurement systems. - Promote strategic dialogue with stakeholders, including market actors and high-level technical groups to improve our current procurement tools.
Foster strategic alliances with other MDBs and international development partners to promote enhanced efficiency and standardization in project implementation requirements. - Actively support the Banks digital transformation, especially in relation to procurement activities, identifying challenges and taking steps to achieve the Bank’s digital transformation goal.
- Ensure deep understanding of all aspects of Bank’s procurement policies in Bank staff, borrowers and third parties, for which PMS will lead different initiatives, at Bank or country level, aimed at understanding and closing gaps.
- Build a network of contacts at the country level that allows synergies and permanent exchange of fiduciary information between different stakeholders.
Encourage collaboration and knowledge-sharing with other fiduciary specialists, units, borrowers and third parties on all aspects of the Bank’s fiduciary policies, procedures, and experiences. - Promote equitable and inclusive treatment in the workplace and positively impact employee experience through the DEI Framework; as well as institutional governance processes and mechanisms to foster integrity, ethical behavior, transparency, risk management, accountability, and robust internal controls.
What you'll need
- Education: Master’s degree (or equivalent advanced degree) in Procurement, Engineering, Law, Business Administration or another relevant field.
- Experience: At least 5 years of progressive experience in international private or public procurement.
- Languages: Proficiency in English, spoken and written, is required. Additional knowledge of Spanish and Portuguese is preferable. Dutch is a plus.
Requirements

• Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
Type of contract and duration
International or National staff contract, 36 months initially, renewable upon mutual agreement. The classification of the contract as national or international will be determined based on the applicable staff regulations.
