About this position
We are looking for a proactive, detail-oriented, and solution-driven Trade and Investment Operations Consultant. As Trade and Investment Operations Consultant, you will support the execution of loan operations and technical cooperation projects aimed at enhancing Suriname’s trade and investment environment. This includes facilitating the implementation of initiatives that promote foreign direct investment, improve export performance, and modernize logistics infrastructure. You will work in the Trade and Investment Sector Team, part of the Integration and Trade Department. This team is responsible for designing and executing operations that strengthen trade facilitation, attract investment, and improve logistics productivity in Suriname and the wider region.
What you’ll do
- Coordinate Project execution with colleagues from TIN, other sector divisions and CSU, in particular SU-L1056 and SU-L1057. This includes technical inputs, engagement with executing and beneficiary Agencies, monitoring of operations, institutional coordination, dissemination of deliverables, stakeholder management and mission support. The position entails cooperation with other related country operations to avoid overlaps and streamline dialogue with the Government.
- Support the generation of new programs in Suriname (grants and loans).
- Initiate and work on IDB procurements for consulting services and other works and good in collaboration with the Team Leaders. This includes technical review of deliverables and drafting Terms of Reference, as needed.
- Provide technical inputs to the Division for country strategies, sector framework documents, policy papers and blogs related to the Division’s work in Suriname.
- Contribute to the knowledge foundation of the sector through the provision of technical inputs for country strategies, sector framework documents, policy papers and trade and investment facilitation blogs.
- Support coordination for the implementation of the Investment Facilitation for Development Agreement.
- Support with technical inputs for operation TIN operations in the Caribbean as required.
- Organize Division-related events, e.g., national, or regional workshops, training, and fora.
- As an integral part of the CSU Operations Team, provide necessary inputs and outputs as requested by the Country Representative and the Chief of Operations.
- Travel, as necessary, for Division-related business in accordance with the IDB’s institutional guidelines related to Covid-19.
What you'll need
• Education: Masters degree (or equivalent advanced degree) in Economics, Business Administration, Investments, Public Administration, Public Policy or other fields relevant to the responsibilities of the role.
• Experience: At least 5 years of progressive experience in trade policy, trade facilitation, investment attraction and/or services exports. Preference for experience in working with the IDB group and/or IDB operations or multilateral institutions. Experience in working in international environment. Understanding of public institutions in the Caribbean/developing countries. Project management for development programs considered an asset.
• Languages:
- Proficiency in English and Dutch is required
- Proficiency in Spanish is a plus
Requirements
• Citizenship: You are either a citizen of Suriname or a citizen of one of our 48-member countries with residency or legal permit to work in Suriname
• Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
Type of contract and duration
National consultant Full-Time, 12 months (up to 36 months).
