About this position

The IDB's Environmental and Social Solutions Division (VPS/ESG) is responsible for ensuring the environmental and social (E&S) sustainability of IDB-financed projects and other activities, as well as their compliance with the Bank's Environmental and Social Policy Framework (ESPF) and its previous environmental and social policies. VPS/ESG specialists provide the Bank and its borrowers with advice on environmental and social safeguards and participate in project teams, providing technical input on social and environmental issues during project preparation, due diligence, and supervision.

We are seeking an exceptionally skilled and motivated professional to join our team as an Environmental Specialist at the Bank. In this position, you will have the opportunity to have a significant impact on advancing the Bank's strategic social and environmental priorities in Haiti and ensuring the sustainability of IDB-financed projects and activities. What you’ll do

• Supporting the execution of public sector projects, which are the primary focus of the position, and present high environmental and social risks in several sectors in Haiti and the CID region, such as transportation, energy, housing and urban planning, and water and sanitation; ensuring the proper implementation of mitigation plans and compliance with the IDB's E&S policies. This task involves conducting at least one annual supervision mission for each assigned project, providing ongoing support for project implementation on all environmental and social aspects, in accordance with Bank policies, and preparing reports on compliance with these requirements.

• Supporting the preparation of public sector projects (categories A, B, or FI with high and substantial E&S risks) in the CID region, in collaboration with other ESG specialists. The mission involves conducting several missions (identification, analysis, orientation, etc.) for each assigned project and providing ongoing support for project preparation on all environmental and social aspects, in accordance with Bank policies, as well as support the preparation of documentation such as impact studies and environmental and social management plans related to compliance with ESPF requirements.

• Updating the Environmental and Social Risk Rating of projects throughout their lifecycle, based on the findings of ongoing supervision.

• Carry out due diligence on environmental aspects of public sector projects, which may include, among other things, community and occupational health and safety, pollution prevention, and stakeholder engagement, including the grievance mechanism.

• Review and contribute to the terms of reference, draft and finalize versions of Environmental and Social Impact Assessments and Environmental and Social Management Plans as well as support in the preparation and organization of Environmental and Social Management Systems, as well as other related documents required by Bank policies.

• Participate in meetings with Executing Agencies and project team leaders to carry out project supervision and/or preparation activities. This includes providing advice on the application of Bank E&S policy requirements.

• Provide & participate in trainings on the Bank's Environmental and Social Performance Standards to EAs, internal clients, and other key stakeholders.

What you'll need

Education: Master's degree or equivalent in environmental sciences or a related field.

Experience: At least 10 years of relevant professional experience in the supervision, preparation, or implementation of environmental and social policies and mitigation plans. Also, proven experience in a similar role at a multilateral organization ideally working on projects in Haiti, as well as in the Dominican Republic or Central America

Languages: Proficiency in French, both oral and written, as well as Spanish and English are required.

Type of contract and duration

 

Contract Type and Duration: International staff contract, 36 months initially, renewable upon mutual agreement.

Location: Non-family position based in Haiti. A non-family position is defined as a country office whose location is deemed "critical" by the Bank. In these countries, the staff member's family may neither reside nor travel. The selected candidate must comply with the applicable conditions and restrictions in accordance with Bank regulations. Ability and willingness to travel regularly to rural areas and other CID countries is required.
