About this position
We are looking for a strategic, detail-oriented, and collaborative ICZM Data Platform Design Consultant. As the ICZM Data Platform Design Consultant, you will lead the development of a conceptual design for a national data and information sharing platform that supports integrated coastal zone management (ICZM) policy implementation. You will work closely with stakeholders to define system architecture, data standards, and governance frameworks, ensuring alignment with national digital transformation goals.
You will work in the Disaster Risk Management Unit (CSD/DRM), part of the Climate Change and Sustainable Development Department at the Inter-American Development Bank (IDB). This team is responsible for enhancing climate resilience and disaster risk management across the region through innovative policy, infrastructure, and data-driven solutions.
The objective of this consultancy is to develop a conceptual design of a national ICZM data and information sharing platform to enable effective coordination among government agencies, academic institutions, private sector stakeholders, and the general public, with a view to harmonizing efforts across climate-resilient integrated coastal zone management (ICZM), sustainable blue economy (BE), and marine spatial planning (MSP) public policies, and generating synergies among these interrelated domains in Trinidad and Tobago.
What you’ll do
The consultant shall develop a conceptual design (documentation) for an ICZM data and information sharing platform that includes: Data standardization,System Architecture,Backend Design,Frontend Design,Access and Governance and System Management
The consultant will:
- Identify stakeholders, including the ICZM Inter-Ministerial Committee member agencies and relevant public sector agencies, academic institutions, and relevant private sector organizations. Key stakeholders to be consulted include iGovTT, the Environmental Management Authority (EMA), the Land and Surveys Division, the University of the West Indies (UWI), and the Institute of Marine Affairs (IMA). Consult with stakeholders to identify system requirements and existing information flows.
- Define a preliminary set of Key Performance Indicators (KPIs) to assess system adoption, integration with national platforms, and compliance with relevant legal and policy frameworks, in consultation with key stakeholders.
- Review national and regional best practices and case studies (e.g., Barbados ICZM NCRIPP) and analyze components that could be useful for establishing a data and information sharing platform in Trinidad and Tobago.
- Develop a conceptual design (framework) of the national ICZM data and information sharing platform that builds on and extends or integrates existing information platforms in Trinidad and Tobago, including data mapping, identification of data types and formats, and definition of metadata standards..
- Conduct at minimum, two knowledge-sharing workshops for technical staff and end users, with an equal number of workshops held in both Trinidad and Tobago. Finalize detailed system design in collaboration with stakeholders.
- Prepare rough cost estimates for system development, implementation, and maintenance, including full lifecycle costing and sustainability planning.
Deliverables
- Inception report including work plan - 2 weeks after contract signature.
- Rough outline of platform module - 2 months after contract signature.
- Details of the platform (system/trainings);Final Report including development cost estimation 3 months after contract signature.
What you'll need
- Education: Master’s degree in Information Technology, System Engineering, or other fields relevant to the responsibilities of the role, preferably with coursework or demonstrated knowledge related to coastal zone management (ICZM) at the national or regional level.
- Experience: At least 10 years of experience working in capacity assessment, especially in public organizations, familiarity with Integrated Coastal Zone Management (ICZM), particularly in the country, Caribbean or similar regional contexts, is highly desirable.. Experienced in developing methodologies for (objective) capacity assessment of public organizations and in making recommendations for short-, medium- and long-term policy improvement based on case study implementation and study finding. Experience working on system design, data standardization, and stakeholder coordination in the context of public sector information platforms will be considered a strong asset.
- Languages: Proficiency in English
