About this position

We are looking for a highly experienced, strategic, and results-oriented Local Consultant to support the design and adaptation of the Guy Talk programme1 in Trinidad and Tobago under the Technical Cooperation (TC) “Promoting Gender Equality and Addressing Gender-Based Violence in the Caribbean” (RG-T4679). This TC aims to strengthen the institutional and technical capacity of the Caribbean governments to address gender inequality—with a focus on masculinity, male marginalization, and gender-based violence—while promoting regional knowledge exchange and dissemination.

Within this framework, as the Local Consultant you will play a critical role in ensuring that the programme content, facilitation approach, and safeguarding mechanisms are culturally relevant, operationally feasible, and responsive to the social and institutional realities of Trinidad and Tobago. The Guy Talk program is an evidence-based digital behaviour-change intervention aimed at promoting healthier and more equitable relationship practices among men, implemented through the WhatsApp platform as a facilitated virtual group modality. Trained male facilitators engage cohorts of participants over a structured 30-day cycle, during which daily messages present practical behavioural and skills-based exercises. Participants are encouraged to apply these exercises in their daily interactions, including with intimate partners. Program content and delivery features are refined through a structured pilot phase incorporating focus group discussions and iterative feedback processes to ensure contextual relevance and cultural appropriateness for Trinidad and Tobago. 

You will work in the Gender and Diversity Division (SCL/GDI), part of the Social Sector Department (SCL). This team is responsible for promoting gender equality and strengthening inclusive social development policies and programmes across Latin America and the Caribbean.

What you’ll do

Co-design and contextualize the adaptation and support the structured testing, pilot implementation, and finalization of the Guy Talk programme for Trinidad and Tobago. The assignment will focus on adapting programme materials, conducting structured testing with small groups of men, supporting a small-scale pilot, advising on recruitment strategy and safeguarding mechanisms, and preparing the finalized programme package prior to full-scale implementation. The Local Consultant will also design and deliver facilitator training to support programme rollout.

The scope of work includes:

  • Collaborate with the International Consultant to review the original Guy Talk programme materials and identify components requiring adaptation.
  • Adapt programme content to reflect the social, cultural, and institutional realities of Trinidad and Tobago.
  • Conduct structured testing of adapted programme content with small groups of men and gather feedback on programme materials and features.
  • Refine programme content, language, tone, scenarios, and examples to ensure cultural relevance.
  • Test and improve the digital group format, facilitation style, daily messages, and participant challenges.
  • Support the recruitment of participants and implementation of a small-scale pilot in collaboration with the project team.
  • Evaluate and adjust group flow, timing, safeguarding measures, and referral mechanisms during testing and pilot implementation.
  • Prepare the finalized programme package including implementation guidance and support technical handover to the firm responsible for full rollout.
  • Design and deliver training sessions for facilitators supporting programme implementation.
  • Provide technical inputs during the initial phase of programme implementation to ensure quality delivery, risk monitoring, and safeguarding.
  • Participate in periodic meetings with the IDB, the Ministry of the People, Social Development and Family Services, and other relevant stakeholders as directed by the IDB.

This consultancy does not include responsibility for large-scale programme implementation.

What you'll need

  • Education: Master’s degree in Gender Studies, Social Work, Psychology, Sociology, Development Studies, Education, or another field relevant to gender-transformative programming and GBV prevention. Additional training in masculinities, facilitation, safeguarding, and community-based interventions is an asset.  
  • ExperienceBetween 5 and 10 years of progressive experience in the design, adaptation, and implementation of gender equality or violence prevention programmes, including facilitating group-based interventions with men or young boys. Experience conducting small-scale pilots, refining programme materials based on participant feedback, delivering facilitator training, and designing or operationalizing safeguarding and referral mechanisms is required. The candidate should demonstrate a strong combination of academic grounding and applied programme experience, including the ability to translate evidence and research insights into practical programme design and delivery. Understanding of Trinidad and Tobago’s social and cultural dynamics shaping masculine identities is highly desirable. Experience with digital or mobile behaviour-change interventions is an asset.  
  • Languages: Proficiency in English

Requirements

  • Citizenship: You are either a citizen of Trinidad and Tobago or a citizen of one of our 48-member countries with residency or legal permit to work in Trinidad and Tobago.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
