About this position

We are looking for a proactive, innovative, and efficient Public Sector Operations and Knowledge Consultant. As a Public Sector Operations and Knowledge Consultant, you will support the specialist responsible for coordinating the Institutional Capacity of the State Division (ICS) portfolio in the implementation and development of the knowledge agenda, the technical dialogue with regional and local public authorities, and the activities related to the design, monitoring, and evaluation of IFD/ICS operations in the Caribbean in the areas of public sector digital transformation, improvements in public management, transparency and anticorruption, and regulatory enhancement.

ICS objective is to strengthen institutional capacity to improve public sector management, increase transparency and integrity, and enhance citizen security through the application of innovative digital solutions. ICS works to strengthen government institutions and public management systems in order to provide better services to citizens by closing the gap between policy design and effective implementation. ICS is responsible for defining strategic actions, developing innovative solutions, implementing sector expertise at the regional level, and effectively leveraging relevant policy knowledge and  provides a wide range of services, including policy advice, knowledge production and dissemination, technical assistance, and financial support. It conducts policy dialogues, develops sector strategies, and implements country programs through a combination of investment projects, policy-based loans, and technical assistance grants. It also develops knowledge products, provides advisory services, leads regional initiatives, and fosters strategic partnerships. 

What you’ll do

  • Support the Team Leader in activities deemed strategic, including technical dialogue with local public authorities, counterparts in executing agencies, and other sector stakeholders, as well as advisory support to Executing Units and Beneficiary Entities on technical issues affecting the execution of the ICS portfolio in the region.
  • Identify deviations in technical tasks that may negatively affect project execution and propose corrective actions.
  • Draft reports and documents on policies, programs, and Bank projects, and prepare executive presentations summarizing key findings. 
  • Identify opportunities for project implementation at both the national and regional levels.
  • Support the preparation of inputs from ICS areas for country development challengs (CDI), country strategies, and other corporate documents.
  • Support Bank specialists in the design of operations, contributing technical inputs and data to strengthen analytical components.
  • Assist specialists in activities related to the evaluation of the Division’s portfolio operations in the region.
  • Develop knowledge products and provide research support for knowledge on topics related to ICS in the Caribbean region, including data analysis and comparative assessments.
  • Ensure the creation and updating of key information repositories and databases for the region (e.g., literature reviews, country briefs, public sector database, newsletters, new publications). Support the preparation of presentation and dissemination materials.

What you'll need

  • Education: Master’s degree in Public/Business Administration, Economics, International Development or other fields relevant to the responsibilities of the role.
  • Experience: 5 years of progressive experience in public sector management in governments, international organizations, consulting firms or similar, combining project work with an understanding of public sector management, digital transformation and transparency in the region.Experience in research, analytical work with databases, and the use of analytical tools, as well as in preparing high-quality reports, policy briefs, and presentations for decision-makers, is highly desirable. 
  • Languages: Proficiency in English, spoken and written, is required. Additional knowledge of Spanish, French and Portuguese is preferable.

  • Citizenship: You are a citizen of one of our 48-member countries.  Must be eligible to work in job location(s) without the need for sponsorship. 
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration

National consultant Full-Time, 12 months (up to 48 months, subject to eligibility).
