About this position

We are looking for a highly experienced, strategic, and results-oriented Governance Consultant. As a Governance Consultant you will provide advisory, as well as strategic, technical and operational support across both workstreams; ensuring coherence in institutional arrangements, change management, digital architecture, and results monitoring, and contributing to informed decision-making at the Country Office and sector level.

The Inter-American Development Bank (IDB) with the institutional Capacity of the State Division (ICS) supports economic, social, and institutional development in Latin America and the Caribbean through loans, grants, technical assistance, and knowledge. The Country Office in Ecuador is supporting the Government’s reform agenda in areas related to governance and institutional strengthening, including public sector modernization, transparency and integrity, public financial management, digital government, justice sector modernization, and improved service delivery.

The IDB Country Office in Ecuador supports the Government’s governance and institutional-strengthening agenda through lending operations and technical cooperations. The portfolio includes reforms and investments aimed at:

  • Modernize public procurement systems and strengthen control and oversight functions (e.g., audit, integrity, transparency, risk-based control)
  • Strengthening justice institutions and accelerating digital justice and digital government solutions to improve access, efficiency, transparency, and service delivery

What you’ll do

  • Strategic and Technical support for current and potential lending and non-lending operations (Technical Cooperations, grants), through the preparation and execution phases.
  • High Level Policy dialogue & stakeholder coordination:
    • Support coordination with counterpart institutions such as ministries, control bodies, procurement agencies, and justice institutions.
    • Provide strategic inputs to the preparation of missions and technical meetings.
  • Monitoring and knowledge support:
    • Track implementation progress, risks, bottlenecks, and mitigation actions across the governance portfolio, providing strategic recommendations and identifying strategic opportunities.
    • Contribute to periodic reporting, lessons learned, and dissemination of results with a focus on institutional strengthening and sustainability.
    • Support coordination across participating institutions and, where relevant, across countries and partners.  
    • Provide mentoring and technical guidance to incoming colleagues, facilitating transitions and contributing to strengthening action plans.

What you'll need

  • Education: Master's degree in public administration, public policy, economics, law or other related fields or equivalent experience.
  • Experience: 10 years of experience in public sector management in Latin America, both at national and sub-national level, particularly in aspects of institutional capacity for better regulation. Experience in multilateral development Banks is preferred.
  • Languages: Proficiency in English and Spanish, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration

International consultant Full-Time, 6.5 months (up to 48 months, subject to eligibility)
