About this position

We are looking a consultant with experience in health project implementation, to support the growing portfolio of The Health Nutrition and Population Division (HNP) in Haiti. The consultant will be based in Dominican Republic, with frequent missions to Haiti.

The Health Nutrition and Population Division (HNP) is responsible for the preparation and supervision of IDB operations in borrowing member countries, with a mandate to support more equity, effectiveness and cost effectiveness in their policies and programs towards Universal Health Coverage, supporting the areas of: (i) health networks strengthening, organization and performance of health systems, (ii) health, nutrition, and population-based interventions to improve health outcomes; (iii) health capital investment strategies (iv) health system financing, and epidemiologic-demographic transition. In the specific cases of Honduras and Haiti, HNP has been managing a growing health portfolio centered on promoting an integrated health network approach, based on essential care.

The Social Sector (SCL) is a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean. Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services to citizens. The objective is to advance a more productive region, with equal opportunities for men and women, and greater inclusion of the most vulnerable groups.

What you’ll do

Project Execution

Support the monitoring and implementation of health-related activities within the HNP portfolio, under the leadership of the Health Specialist for Haiti.

Provide technical and operational input across various project components, including:

    • Technical Assistance proposals
    • Design and tracking of research and consultancy activities
    • Preparation of Project Profiles and Comprehensive Project Documents

Collect and analyze relevant information to support technical dialogue with stakeholders, mobilize implementing partners, and help resolve challenges in the health portfolio.

Project Supervision and Reporting

  • Assist the Team Leader in gathering health sector data from multiple sources to proactively identify risks and potential bottlenecks affecting project implementation.
  • Review project documentation and assess risks and opportunities to ensure alignment with Bank objectives and compliance with relevant policies and guidelines.

Conduct quality control of key planning and implementation documents, such as:

    • Annual Operating Plans
    • Multi-year Execution Plans
    • Procurement and Financial Plans
    • Progress Monitoring Reports
    • Disbursement requests
  • Provide logistical, technical, and administrative support to the Project Executing Unit (PEU) as needed, including scheduling regular coordination meetings with the PEU and the Team Leader.
  • Support the preparation and submission of internal reports, including the semiannual Project Monitoring Report (PMR).
  • Participate in planning activities and conduct regular field visits, where security conditions allow.
  • Help organize and participate in design, supervision, and administrative missions.

Strategic Planning

  • Assist the Health Specialist in leading strategic dialogue and advancing the health agenda in Haiti. This includes compiling diagnostic data to guide priority setting and the design of targeted interventions.
  • Strengthen collaboration with health sector stakeholders and ensure the Health Specialist remains informed of new initiatives and ongoing projects in Haiti.
  • Actively contribute to strategic discussions with national counterparts, development partners, and internal teams to promote alignment and coordination in the health and social protection sectors.
  • Support the Health Specialist in providing the Country Representative with up-to-date information on Haiti’s health sector context and HNP portfolio performance.
  • Contribute to strategic engagement with partners and government counterparts to support pilot health initiatives financed through Technical Cooperation programs (e.g., HA-T1313, HA-T1336) and IDB investment operations (e.g., HA-J0007, HA-J0008, HA-J0012).

 

What you'll need

  • Education:  Master’s degree in public health or related fields of political science, public administration, project management, economics, social inclusion or related fields.
  • Experience: At least 5 years of relevant professional experience in the management of social development projects, preferably in the fields of health and nutrition. Knowledge of the health system in Haiti and its main stakeholders is preferred. Significant expertise in supervision, administration, management of development projects finance by multilateral institutions a strong plus.
  • Languages:  Proficiency in French and Spanish, spoken and written, is required. Additional knowledge of English is preferable.

  • Type of contract: International consultant Full-Time
  • Length of contract: 12 months (up to 36 months). 
  • Work Location: The consultant will be based in Santo Domingo, Dominican Republic, with frequent missions to Haiti.
