About this position

You will work in the Data and Digital Government cluster (specifically with the Statistics Team) of the Institutional Capacity of the State Division (ICS), part of the Institutions for Development Department (IFD). This team´s work is focused on strengthening the statistical capacity of LAC countries, that is, their capacity to produce and disseminate quality data, in a sustained and timely manner, to promote evidence-based policy making.

We are looking for a professional with recognized expertise, analytical capabilities, and highly motivated consultant to Coordinate projects to improve the production, use and dissemination of official statistics in LAC. As consultant, you will in various activities as described below.

What you’ll do

Modernization of statistical offices and national statistical systems:

  • Coordinate initiatives for the modernization of National Statistical Office (NSO) and National Statistical System (NSS), focusing on institutional capacity building and infrastructure enhancement.
  • Guide the planning and execution of statistical operations, ensuring the adoption of innovative methodologies and tools.
  • Facilitate knowledge-sharing activities and capacity-building workshops to strengthen statistical capabilities within NSOs/NSSs.

Planning and execution of Population and Housing Censuses:

  • Coordinate the design, execution, and management of Population and Housing Censuses, ensuring adherence to international best practices and methodological standards.
  • Guide the integration of traditional and digital census methodologies, including the use of Computer-Assisted Personal Interviewing (CAPI), self-administered online questionnaires / Computer-Assisted Web Interviewing (CAWI), and administrative registers.
  • Provide technical guidance on methodology, data collection, and quality control procedures.

Planning and execution of Agricultural and Economic Censuses:

  • Coordinate the implementation of Agricultural and Economic Censuses, incorporating technological advancements such as remote sensing and geospatial analysis.
  • Lead the integrating administrative registers and survey data to enhance the accuracy and efficiency of agricultural and economic statistics.
  • Coordinate the standardization of data collection processes in line with international recommendations.

Integration of administrative registers for statistical purposes:

  • Coordinate the development of methodologies for integrating administrative data with survey and census data.
  • Lead in identifying and implementing strategies for linking diverse data sources to improve statistical production.
  • Coordinate the development of frameworks to ensure data governance, privacy, and security in multi-source integration.

Use of non-traditional data sources:

  • Lead in the exploration and integration of alternative data sources such as mobile phone data, scanner data, web scraping, and big data into the official statistics production.
  • Contribute to developing methodologies for ensuring the reliability and validity of non-traditional data sources.

Coordinate for capacity building and institutional collaboration:

  • Coordinate the designing and delivering online and in-person training courses on statistical methodologies, data management, and emerging technologies.
  • Coordinate the strengthening of institutional dialogues with government counterparts, NSOs, and international organizations to foster collaboration and knowledge exchange.
  • Identify and curate innovative global data initiatives, partnerships, and best practices to enhance the statistical capacity of NSOs.

What you'll need

  • Education: Master’s degree in public policy, International Development, Economics, Public Administration, Data Science, Computer Science, Information Systems or other fields relevant to the responsibilities of the role.
  • Experience: Minimum of ten (15) years of work experience in the preparation, implementation and evaluation of projects related to statistical data production, analysis, dissemination and/or visualization, and with the activities described above. Experience working with traditional data sources (census, household surveys, administrative registers) and knowledge of new data sources (satellite imagery, social media data, crowdsourced data, etc.). Experience in top management positions or leading important statistical operations such as censuses. Professional experience working in the public sector and/or in projects carried out by an International Development Agency/Bank is desirable.
  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

  • Citizenship: You are a citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
  • Remote Modality: The selected candidate will not provide services from the Bank’s office and will not be provided a physical space on the premises of the Bank’s Country Office. The candidate selected will be responsible for setting up the space, and for having the equipment, internet, and phone accesses to accomplish these TORs, outside the Bank’s office. Access to the Bank’s systems will be arranged in coordination with the Bank.
