About this position
We are seeking a proactive professional with a strong technical and research-oriented profile, experienced in data analysis, impact evaluation, and the production of knowledge applied to public policy, ideally in the fields of education and digital transformation.
You will work remotely, providing technical assistance to the Educational Digital Transformation team, contributing to the generation of rigorous evidence, advanced data analysis, and the development of publications and tools that inform decision-making in education systems across Latin America and the Caribbean.
The objective of this consultancy is to provide specialized technical support for the design, implementation, and analysis of projects related to educational digital transformation, with a strong focus on generating and using evidence to inform public policy. This includes rigorous data analysis, program and intervention evaluation, evidence systematization, and the preparation of technical publications aimed at specialized audiences and decision-makers.
What you’ll do

Conduct systematic literature reviews and synthesize international evidence, with an emphasis on technology and educational digital transformation, to inform the design of operations, technical diagnostics, and intervention strategies.

Design and execute complex quantitative data analyses to evaluate education policies and programs related to technology, including the processing and analysis of administrative, census, survey, digital platform, and other structured data sources.

Apply advanced data analysis techniques, such as econometrics, geospatial analysis, and/or machine learning, to address relevant education policy questions and translate findings into technical and strategic recommendations.

Identify opportunities for applied research, contributing to the team’s technical positioning through research proposals, academic partnerships, and knowledge dissemination strategies.

Produce high-quality knowledge outputs, including technical notes, analytical methodologies, policy briefs, working papers, and other relevant documents.

Design and advise on monitoring and evaluation frameworks for Bank projects and operations, proposing indicators, data collection instruments, and analytical methodologies tailored to the implementation context.

Lead or collaborate on impact evaluations of technology-based educational interventions, covering both pedagogical and school management components, including experimental or quasi-experimental designs.

Coordinate technically with national counterparts and Bank teams, actively participating in the design and implementation of operations, ensuring methodological quality and alignment with available evidence.
What you'll need
Education: Master’s degree in Education, Public Policy, Economics, or other fields relevant to the responsibilities of the role.
Experience: At least 10 years of progressive experience in the design, analysis, and evaluation of education projects or policies, with a strong focus on evidence generation through data analysis and the production of technical publications that inform public policy decision-making.
Languages: Fluency in English and one of the Bank’s other official languages (Spanish, French, or Portuguese) is required.
Requirements
Citizenship: You must be a citizen of one of our 48 member countries with a valid residency or legal permit to work without the need for sponsorship by the IDB.
Consanguinity : You must not have any family members (up to the fourth degree of consanguinity or the second degree of affinity, including your spouse) working at the IDB, IDB Invest, or IDB Lab.
Remote Modality: The selected candidate will not provide services from the Bank's office and will not be provided a physical space on the premises of the Bank's Country Office. The candidate selected will be responsible for setting up the space, and for having the equipment, internet, and phone accesses to accomplish these TORs, outside the Bank's office. Access to the Bank's systems will be arranged in coordination with the Bank.
