About this position

To address and support member countries in inclusive and environmentally sustainable productive development, the Capital Markets and Guarantee Team within the Connectivity, Markets and Finance (CMF) Division assists member countries to overcome the financing barriers that limit their access to capital and financial markets for sustainable finance. Areas of work include financial market development for financial inclusion, disaster risk management, housing finance, infrastructure and SME financing, public debt management, green finance, among others.

The objective of this consultancy is to hire a Project Coordinator to work closely with the Capital Markets and Guarantees Team of CMF to support the coordination and management of the Regional Green Bond Partnership for Latin America and the Caribbean. The project coordinator will be responsible for the operation of the Program. 

The Program includes the development of standards and best practices, including harmonized reporting through the Green Bond Transparency Platform (GBTP). It also involves designing and promoting innovative financial instruments for capital markets, including designing and implementing financial instruments such as guarantees, supporting IDB clients in Green Bonds issuances. Additionally, the Program will establish the Green and Thematic Bond Academy for prospective issuers and their teams in LAC.

What you’ll do

  1. Manage day-to-day operations of the Program for all components, in compliance with IDB´s respective Guidelines. This includes technical supervision and quality review of externally contracted activities of the Program, budgeting, contracting and technical coordination of consultancies, preparation of annual progress reports and follow-up with the donor.
  2. Directly support clients (sovereigns, state-owned enterprises, public development banks, among others) through the Program, ensuring that planned activities are timely executed, as well as promoting client consultation.
  3. Support the technical input for the development of bilateral client discussions, draft presentations, reports and agendas.
  4. Assist the team in the identification of potential new clients, in the client portfolio review process, and technically support the development of frameworks for thematic or sustainability-linked instruments.
  5. Support the analysis and development of innovative financial instruments with operational relevance, including the application of credit enhancement tools such as guarantees to enhance bond issuances.
  6. Support the feasibility analysis of IDB guarantees support to Bond issuances.
  7. Support in the processing of IDB guarantee programs related to bonds.
  8. Coordinate the work of the Program with key related IDB initiatives such as the IDB mainstreaming initiative to scale up the use of guarantees to enhance the access to clients to capital markets.
  9. Support the identification of strategic complementary partnerships with external Programs including co-financing with KfW.
  10. Recommend and execute implementation strategies; secure engagement of key Program stakeholders (KfW Development Bank, BMZ, and the Organization of American States among others). Develop with the IDB and KfW team collaboration options.
  11. Collect data and develop knowledge and advisory content, discussion and briefing notes for IDB and IDB clients’ internal use
  12. Coordinate and support the creation and dissemination of knowledge products.
  13. Review and make technical comments on studies and background materials developed by other consultants and consultancy firms in support to clients to ensure quality of outputs before delivery.
  14. Maintain a technically up to date Program presentation package to represent the Program in key global, regional, and national expert fora.

What you'll need

Education: Master degree or equivalent in international finance, or a related discipline. 

Experience: 5 years of relevant working experience with green finance, thematic bonds, and financial and capital markets. Knowledge of MDB guarantees and project management experience ideally in an international environment, preferably in or on Latin American and the Caribbean, will be considered a plus.

  • Relevant work experience with sustainable debt (green, social sustainable or sustainability-linked bonds).
  • Bond/loan/guarantee financial modeling, sovereign credit rating analysis.
  • Experience with support to financial institutions in integrating climate and green financing strategies in their business. Ideally directly with national development banks.

Languages: Fluency in English and Spanish. Proficiency in Portuguese would be a plus.
