About this position

We are looking for a resourceful and proactive consultant with a strong background in better regulation. You will work for the Innovation in Citizens Services (ICS) Division, within the Institutions for Development (IFD) Department of the Vice-Presidency for Sectors and Knowledge (VPS).

The Innovation in Citizen Services (ICS) Division, within the Institutions for Development (IFD) Department of the Vice-Presidency for Sectors and Knowledge (VPS) at the Inter-American Development Bank (IDB), supports public sector governance and institutional capacity across all branches and levels of government in Latin America and the Caribbean. ICS’s mission is to foster better government for citizens by enhancing both institutional capacity—enabling efficient policy execution and service delivery—and the rule of law, ensuring predictability, transparency, and equitable enforcement of regulations.

ICS provides a range of services, including policy advice, knowledge of production and dissemination, technical assistance, and financial support. It undertakes sector policy dialogue, develops sector strategies, and implements country programs through a mix of investment projects, policy-based loans, and technical assistance grants. It also develops knowledge products, provides advisory services, develops regional initiatives, fosters strategic partnerships and oversees catalytic grant facilities.

The better regulation agenda addresses one of the region’s key institutional challenges. Latin American countries have persistently scored below average on the OECD Product Market Regulation (PMR) Index, indicating significant regulatory barriers to competition. Countries also face persistent challenges in implementing regulatory best practices—such as ex-ante regulatory impact assessments (RIAs), structured public consultations, and institutional mechanisms to ensure regulatory quality.

This position will contribute to the better regulation agenda, covering areas such as the design of regulations through regulatory impact analysis, the reduction of regulatory entry barriers through deregulation initiatives, the role of regulatory quality in competition, the use of IA to improve regulatory design and the strengthening of regulatory institutions. The role also includes providing policy advice, technical assistance, as well as engaging in sector policy dialogue, strategy development, the knowledge agenda, and contributing to the ongoing country programs. Additionally, it will develop regional initiatives, foster strategic partnerships, and oversee grant facilities.

What you’ll do

Provide analytical and technical inputs on economic regulation and deregulation, competition policy, and the implementation of regulatory tools, including regulatory impact analysis (RIA), public consultations, and the integration of emerging technologies such as artificial intelligence (AI) into regulatory processes.

· Participate in the design and implementation of loan operations, technical assistance projects, and advisory services related to regulatory improvement, institutional strengthening, and private sector development.

· Support the coordination and activities of the Ibero-American and Caribbean Network of Better Regulation, including organizing events, preparing materials, and fostering knowledge exchange among member institutions.

· Contribute to country missions by supporting project teams and executing agencies through data collection, stakeholder engagement, and analysis relevant to regulatory reform and governance.

· Identify and develop knowledge products and strategic opportunities to strengthen policy dialogue with government counterparts and enhance institutional engagement.

· Support corporate and strategic initiatives, including the drafting of policy briefs, technical notes, presentations, talking points, and other communication materials.

· Ensure efficient management of internal processes, including budgeting, procurement, recruitment, and coordination of project logistics, in line with institutional procedures and timelines.

What you'll need

· Advanced degree (master’s or equivalent, preferably PhD) in Public Policy, Economics, Political Science, Public Administration, or a related field.

· Minimum of 6 years of relevant professional experience in regulatory reform, economic deregulation, and government debureaucratization, preferably in Latin America and the Caribbean.

· Proven experience with regulatory impact analysis, administrative simplification, and/or deregulation strategies.

· Demonstrated ability to produce high-quality written and analytical outputs in both English and Spanish, evidenced by publications at the national and international levels

· Strong interpersonal skills and the ability to work collaboratively in multicultural and multidisciplinary teams.

· Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of Portuguese is preferable.

•    Citizenship: You are a citizen of one of our 48-member countries.
•    Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
