About this position
The Climate Change Division is looking for an experienced professional that will help drive the IDB Group climate and sustainability agenda. This includes supporting IDB Group strategic commitments to climate change, biodiversity, and sustainability. The selected person will work closely with country offices to develop and deliver climate resilience, mitigation, biodiversity, and sustainability results.
You will facilitate the Bank’s effort to increase access to climate concessional finance for LAC countries. She/he will work, among other funds, on the Green Climate Fund (GCF) to: (i) provide policy, technical and operational support to the IDG GCF focal point based in CCS; and (ii) support the technical coordination of the GCF programs and projects during all life cycle, from origination to negotiation and execution.
You will work for the Climate Change Solutions Division (CSD/CCS), which is part of the Department of Climate Change and Sustainability (CSD). This team is responsible for advising the IDB management and developing policies, strategies, operational guidelines, and programs relevant to the sector, as well as related areas. Additionally, CSD conducts sectoral research, analytical work, sectoral best practices, and case studies on climate change and sustainability. As a division of CSD, CSD/CCS provides support in: (i) Mainstreaming climate change into IDB Group operations and activities and (ii) Integrating climate change considerations into regional IDB Group countries by supporting environmental, planning, and finance ministries across the region. Both areas share the objective of strengthening climate policy at the subnational, national, and regional levels.
What you’ll do
Corporate Functions
Provide inputs to GCF related policy, procedural, monitoring and strategic documents in coordination with GPS, Legal and Financial Departments.
Support alignment between GCF investments and countries’ Nationally Determined Contributions (NDCs) and Long-Term Strategies (LTSs) in close coordination with CCS countries specialists
Support IDB communications teams on GCF outreach and communication activities, including media engagement and dissemination of information
Operational and Programmatic Functions
Support the technical coordination of the origination, negotiation, execution, reporting (APRs) and restructuring of GCF funded operations, in close coordination with CCS countries specialists and corporate IDB Divisions. It includes also monitor the GCF portfolio execution, maintaining updated database and providing regular reports
Work closely with IDB operational teams on GCF programs including compliance with criteria at subproject level
Knowledge Sharing and Program Coordination
Support internal GCF related discussions and preparation of guidance materials across the Bank to promote institutional learning and knowledge sharing
As needed, provide cross-support for the technical review of climate change finance programs/project proposals for the Climate Investment Fund (CIF) and other major external providers of concessional climate finance, such as the International Climate Initiative (IKI) and the MAF Facility. It includes also enabling opportunities for multi funds collaborations and co-financing.
What you'll need
Education: Master’s degree in Economics, Finance, International Development, or a discipline related to finance, including climate finance.
Experience: At least five (5) years of experience in project development and management; knowledge of sector climate and sustainability issues, country and regional issues, climate policy and institutions. Preferably three (3) years of experience in concessional climate finance, preferably with GCF and other main funds. Excellent communication, negotiation and team working skills. Experience in the negotiation of high complex projects with project teams and clients.
Languages: Proficiency in English and Spanish, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration
International staff contract, 36 months initially, renewable upon mutual agreement.
