About this position

The Innovation for Citizen Services (IFD/ICS) Division is looking for a dynamic communications consultant to lead external and internal communications efforts related to the division’s work. The consultant will work in close collaboration with the division’s front office as well as with the IDB’s Corporate Communications Division (EXC/DCC).

 

Latin America and the Caribbean face the challenge of promoting rule of law, strengthening the capacity of the state to deliver better services and implement public policies in an effective, efficient, and transparent manner. IFD/ICS is responsible for driving this agenda and its mandate is to strengthen institutional capacity to improve public sector management, increase transparency and integrity, and apply innovative digital solutions. IFD/ICS works to strengthen core government institutions and public management systems to deliver better services to citizens by closing the gap between the policies enacted and their effective implementation. The Division is responsible for defining the strategic directions, developing innovative solutions, deploying sector expertise regionally, and using policy-relevant knowledge effectively.

What you’ll do

Strategic communications:

  • Develop and implement a strategic communications plan tailored to the Division’s objectives and needs.
  • Develop and implement a comprehensive communications plan to disseminate the Division's knowledge products.
  • Ensure alignment with all IDB corporate communications division (EXC/DCC) guidelines and policies, including brand identity guidelines.
  • Develop and implement tailored communication strategies on the initiatives, publications, events, and topics of IFD/ICS both in the Headquarters and in the Country Offices (COFs), ensuring alignment with institutional goals in collaboration with EXC/DCC.
  • Take a deep dive into IFD/ICS work areas to secure strong narratives, understand challenges and opportunities, identify and help prevent potential communications crises, and master key facts and figures.
  • Identify internal and external audiences and influencers.
  • Assess the division's training needs and arrange communications training with EXC/DCC.

Content creation, messaging development, and graphic design:

  • Write and/or oversee the preparation, production, and dissemination of both routine and complex outreach products for print or digital purposes (e.g., social media posts and toolkits, email marketing campaigns, talking points, blogs, reports, presentations, brochures, websites, fact sheets, Q&As, press releases, etc.).
  • Create engaging content materials in various formats, such as written content, audio, and video, with tone and format tailored to the different audiences and channels.  
  • Coordinate overall content production and dissemination in the IDB’s communications channels with the IDB’s corporate communications division (EXC/DCC).

Events production and knowledge management:

  • Support in the planning, organization, and dissemination of virtual, hybrid, and on-site division events, conferences, and meetings.
  • Coordinate with the division's Knowledge Coordinator to provide logistical support and content review in the production of knowledge products.
  • Support includes coordination with external editors, translators, graphic designers, and other collaborators as needed.
  • Keep a tracking system of the division’s publications as well as the pipeline of products to disseminate.

Project coordination:

  • Oversee planning, coordination, scheduling, and logistics, often across multiple teams, for seamless execution of campaigns and other communications-related activities, as well as smooth and timely distribution of related products, in coordination with the corporate communications team (EXC/DCC). 
  • Build and sustain effective professional relationships with key internal and external contacts (including EXC/DCCs, external providers, stakeholders, etc.)

What you'll need

  • Education: Master's degree in communications, journalism, marketing, economics, or another related field is desirable.
  • Experience: At least 5 years of relevant experience, or a suitable combination of education and experience, in communications, marketing, journalism, or another related field.
  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Core and technical competencies:

  • Knowledge and practical experience in creating and implementing corporate communication strategies in companies, development banks, non-profit organizations, or public entities.
  • Graphic design skills and ability to work with internal and external suppliers.
  • Knowledge of social media fundamentals and SEO principles.
  • Excellent interpersonal skills with a willingness to work in a multicultural and multidisciplinary team environment.

Requirements

  •  Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.

Type of contract and duration

International consultant Full-Time, 12 months (up to 36 months).
