About this position

The Citizen Security (IFD/CIS) Division is looking for a dynamic communications consultant to lead external and internal communications efforts related to the division’s work. The consultant will work in close collaboration with the division’s front office as well as with the IDB’s Corporate Communications Division (EXC/DCC).

The IFD/CIS Division works to strengthen citizen security and justice systems in the region by supporting the design and implementation of effective, evidence-based public policies. Our mission is to help countries reduce crime and violence, promote access to justice, and foster more inclusive, secure, and resilient communities. We do this by strengthening institutions, supporting innovation in service delivery, and fostering collaboration between government and civil society.

The selected consultant will play a key role in crafting compelling narratives, creating impactful content, and positioning the division’s work both within the IDB and with external audiences.

What you’ll do

Strategic communications:

  • Develop and implement a strategic communications plan tailored to the Division’s objectives and needs.
  • Develop and implement a comprehensive communications plan to disseminate the Division's knowledge products.
  • Ensure alignment with all IDB corporate communications division (EXC/DCC) guidelines and policies, including brand identity and editorial guidelines.
  • Develop and implement tailored communication strategies on the initiatives, publications, events, and topics of IFD/CIS, both in Headquarters and in Country Offices (COFs), ensuring alignment with institutional goals in collaboration with EXC/DCC.
  • Take a deep dive into IFD/CIS work areas to secure strong narratives, understand challenges and opportunities, identify and help prevent potential communications crises, and master key facts and figures.
  • Identify internal and external audiences and influencers.
  • Assess the division's training needs and arrange communications training with EXC/DCC.

 

Content creation, messaging development, and graphic design:

  • Write and/or oversee the preparation, production, and dissemination of both routine and complex outreach products for print or digital purposes (e.g., social media posts and toolkits, email marketing campaigns, talking points, blogs, reports, presentations, brochures, websites, fact sheets, Q&As, press releases, etc.). making sure that key messages are coordinated with the appropriate IFD/CIS stakeholders (including subject matter experts, team leaders, knowledge focal point.)
  • Draft and disseminate a daily newsletter summarizing key news and developments related to Citizen Security in Latin America and the Caribbean, drawing from a variety of reliable media and institutional sources.
  • Demonstrated ability to proofread and edit content in both English and Spanish, ensuring clarity, consistency, and grammatical accuracy in all communication materials.
  • Create compelling and visually engaging content materials in various formats, such as written content, audio, and video, with a strong emphasis on graphic design and visual storytelling, with tone and format tailored to the different audiences and channels.
  • Coordinate overall content production and dissemination in the IDB’s communications channels with the IDB’s corporate communications division (EXC/DCC).

 

Project coordination:

  • Oversee planning, coordination, scheduling, and logistics, often across multiple teams, for seamless execution of knowledge and operational dissemination events, campaigns and other communications-related activities, as well as smooth and timely distribution of related products, in coordination with the corporate communications team (EXC/DCC).
  • Build and sustain effective professional relationships with key internal and external contacts (including EXC/DCCs, external providers, stakeholders, etc.)

What you'll need

  • Education: Master's degree in communications, journalism, marketing, economics, or another related field is desirable.
  • Experience: At least 5 years of relevant experience, or a suitable combination of education and experience, in communications, marketing, journalism, or another related field.
  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

  • Citizenship: You are a citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration

  • Type of contract: International Consultant Full-Time.
  • Length of contract: 12 months.
  • Work Location: On site.
