About this position

 

The Office of Ethics (ETH) is currently seeking a strategic and forward-thinking leader to lead the ETH’s Investigations team. The incumbent will effectively lead a team of investigators to provide impartial, thorough, and timely investigations of employee misconduct allegations under the Code of Ethics and Professional Conduct (the “Code”). The incumbent will also provide expertise in integrating new technologies, including Artificial Intelligence tools, to enhance the investigation process and proactively identify potential red flags of employee misconduct. The ideal candidate will also have experience in ensuring that employees feel psychologically safe, and are engaged and empowered to continuously improve ETH operations.

ETH is responsible for providing impartial assistance to employees and Management in reviewing and resolving matters regarding ethics and workplace conduct. ETH receives consultations and provides advice in response to requests for interpretation of the Code; manages the annual Declaration of Interests exercise; leads training, outreach and communications initiatives to promote awareness on ethical behavior and workplace conduct; receives and investigates allegations of employee misconduct, as provided in Bank policy.

What you’ll do

 

  • Lead, mentor, supervise, and manage ETH’s investigations team. Supervise the team’s work, comprising initial case intake; assigning, supervising, and directing investigative activities; crafting and implementing investigative plans and strategies; setting priorities; and ensuring target timelines are met.
  • Supervise, lead, manage, and conduct preliminary inquiries and investigations into allegations of employee misconduct under the Code; draft high-quality closure and referral memoranda and reports of investigations for the Chief Ethics Officer and other briefing materials for senior management, as required.
  • Ensure that investigators' work products are completed to a high standard and that investigative findings and conclusions are appropriate and sufficiently supported. Promote the effective use of data visualization to better explain complex information. Ensure the highest standard of quality and compliance with relevant ETH and IDB Group policies and procedures, as well as best international practices.
  • Supervise the performance of ETH investigative personnel, providing clear direction and regular monitoring and feedback on performance. Provide coaching and mentoring and ensure investigators’ ongoing learning and development.
  • Lead efforts to enhance, update, and monitor the implementation of ETH's investigative procedures.
  • In coordination with ETH’s Prevention team, promote stakeholder awareness of ETH’s reporting mechanisms, the IDB Group’s Whistleblowing Policies, investigation procedures, and investigation outcomes.
  • Promote and coordinate the implementation of digital tools in investigations to increase productivity and reduce investigation timelines.
  • Provide expertise in assessing lessons learned based on investigatory findings and processes to continuously improve ETH investigations, and to formulate and communicate root-cause analysis and recommendations to Management to prevent potential future misconduct.
  •  Supervise and support the enhancement of quarterly reporting of investigation key performance indicators and data analysis from different sources to identify trends and potential areas for review.
  • Ensure periodic communication with complainants to inform them of an investigation's progress or resolution and of other resources to address any other workplace issues.
  • Regularly coordinate with other business units as appropriate to refer matters for appropriate action and ensure appropriate and timely access to information related to investigations.
  • Recommend and implement procedures and targeted programs for strategic use of ETH resources to proactively identify potential red flags of misconduct.
  • Support the Chief Ethics Officer in activities related to allegations of employee misconduct and other matters as appropriate, including interfacing with senior management and acting in the Chief Ethics Officer’s absence.  

What you'll need

 

  • Education:  Juris Doctor or equivalent degree, Master’s degree or equivalent post-graduate education in one of the following field(s): law, compliance, criminology/criminal justice, or related area.
  • Experience: Seven or more years of relevant experience, with at least 5 years in an international setting. The candidate must have experience in ethics or compliance programs in public, multilateral, or private sectors, including investigations of employee misconduct, such as harassment, sexual harassment, conflicts of interest, corruption, retaliation, or other forms of workplace misconduct/wrongdoing. This experience can be combined with expertise in one or more of the following areas: criminal prosecution, civil or administrative investigations, and/or digital transformation and technological innovation.
  • Languages:  Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration

 

  •  International staff contract, 36 months initially, renewable upon mutual agreement.
