About this position
We are looking for a consultant to support the execution of various Artificial Intelligence initiatives led by the Institutional Capacity of the State Division (ICS).
ICS aims to strengthen institutional capacity to improve public sector management, increase transparency and integrity by applying innovative digital solutions. ICS works to strengthen government institutions and public management systems to deliver better services to citizens by closing the gap between policy design and effective implementation.
ICS is responsible for defining strategic actions, developing innovative solutions, implementing sector expertise at the regional level, and effectively leveraging relevant knowledge for policymaking.
ICS provides a variety of services, including policy advice, knowledge production and dissemination, technical assistance, and financial support. It engages in sectoral policy dialogues, develops sector strategies, and implements country programs through a combination of investment projects, policy-based loans, and technical cooperation grants. It also develops knowledge products, provides advisory services, supports regional initiatives, and fosters strategic partnerships.
Due to its broad range of activities, ICS is organized into three clusters: i) Public Management, which supports the strengthening of core government functions to improve their capacity to implement policies; ii) Data and Digital Government, which supports digital transformation programs aimed at improving the quality of services for citizens and businesses; and iii)Transparency and Integrity, which promotes the adoption of reforms aligned with international standards in areas such as anti-money laundering, public sector integrity, fiscal transparency, and public procurement.
Activities related to this consultancy will be focused on the Data and Digital Government agenda but will also support other areas of work within ICS as well as various operational areas across the IDB Group.
What you’ll do
- Support for Strategic Coordination and AI Governance
Support the coordination of ICS’s AI agenda, contributing to the articulation of ongoing activities, and organizing spaces for dialogue and collaboration with other areas of the Bank.
Support the preparation and monitoring of the IDB’s AI framework, ensuring its alignment with institutional goals, sectoral priorities, and international trends.
Contribute to the development of Digital Transformation and AI Thematic Framework Document.
2. Support for Knowledge Management and Evidence Generation
Support the design, maintenance, and updating of a knowledge repository on AI projects supported by the IDB, including lessons learned, implementation challenges, responsible leaders, and characteristics of the solutions, to facilitate cross-sector access to best practices and support the design of technical cooperations and operations.
Support the execution of research, studies, and knowledge products in the field of AI, as well as their dissemination and use for decision-making and public policy design.
Assist in the preparation of reports, technical documents, and annexes in the context of designing and implementing technical cooperations and loans, as well as in the execution of those operations as requested by supervisors
3. Support for Partnership Management and Resource Mobilization
Support the management of strategic partnerships with multilateral organizations, bilateral agencies, the private sector, universities, foundations, and civil society, to expand the reach and impact of the IDB’s AI initiatives.
Collaborate in the identification and mobilization of external resources to leverage the IDB’s investment in AI and scale solutions with regional impact.
4. Support for Technical Assistance and Operations
Support the provision of specialized technical assistance to the IDB’s operational areas on AI-related topics, facilitating access to consultants, experts, and relevant knowledge products.
Support the organization and logistics of technical assistance missions to governments in Latin America and the Caribbean, ensuring the proper alignment of objectives and resources.
5. Support for Training and Capacity Building
Assist in the planning and organization of AI training programs — in-person, virtual, or hybrid — to strengthen the technical capacities of IDB teams, government counterparts, and key stakeholders in the region.
Support initiatives aimed at developing specialized AI talent in Latin America and the Caribbean, including coordination with regional and international training programs.
6. Support for Events and Exchange Networks
Assist in organizing the annual meeting of AI policy leaders from Latin America and the Caribbean, contributing to the agenda setting, topic and speaker selection, partner identification, and management of logistical and administrative aspects.
Support the organization of exchange and collaboration spaces that connect experts, policymakers, and actors from the AI ecosystem, fostering cooperation and mutual learning.
What you'll need
- Education: Master’s degree or equivalent advanced degree in public policy, social sciences, or related disciplines, or engineering related to technology, law, economics, political science, public administration, computer science, and/or international relations.
- Experience: At least 10 years of experience including 3 years of experience in topics related to Artificial Intelligence, including the design of AI policies and governance mechanisms, management of AI projects in the public or private sector, algorithm design, handling and training of LLMs, and the use of AI tools in the public sector.
- Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

- Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Full-Time, 12 months (up to 36 months)
If International: Oniste - Headquarters (Washington, D.C)
If National: (Local Remote Modality) 100% remotely from place of residence of selected candidate and services are expected to be provided from a country where the IDB Group has offices.
