About this position

The Inter-American Development Bank (IDB), through its Productivity, Trade and Innovation Sector (PTI), is providing comprehensive technical and financial assistance to support its member countries in the ratification and implementation of the MERCOSUR–EU Association Agreement. The agreement is a landmark opportunity to deepen integration between Latin America and Europe, foster trade and investment, modernize regulatory frameworks, and promote inclusive and sustainable growth.

To maximize the benefits of this agreement, PTI is leading a cross-sectoral effort within the IDB Group. This includes conducting institutional and policy gap assessments to help countries identify the reforms needed to align with the agreement; supporting public-private dialogues at national and regional levels to foster consensus and disseminate opportunities; and designing technical cooperation (TC) and lending operations—such as investment loans and policy-based loans (PBLs)—to strengthen institutions, facilitate productive transformation, and support trade adjustment.

In addition, PTI aims to mobilize resources from international partners, particularly the European Union, to amplify the scope of support. The sector is also actively generating knowledge products and communication tools to inform policy debates, support legislative processes, and engage civil society. The consultant will play a central role in supporting and coordinating these workstreams.

What you’ll do

 Conduct bibliographic and policy reviews to support PTI’s strategic positioning and analytical work on the MERCOSUR–EU Agreement.

- Coordinate the preparation, quality control, and supervision of studies addressing legal, institutional, economic, and sectoral aspects of the agreement and its implementation.

- Participate in missions to MERCOSUR countries to identify needs, conduct consultations, present findings, support reforms, and promote high-level political dialogue.

- Design and contribute to the execution of technical cooperation operations and policy-based loans to support member countries in aligning with the agreement and boosting competitiveness.

- Coordinate the mobilization of external resources — particularly from the European Union and other international donors — to support technical assistance and investment activities.

- Prepare briefings, technical presentations, and outreach materials for diverse audiences, including government authorities, private sector actors, civil society, and EU counterparts.

- Provide cross-cutting support to PTI’s work on the MERCOSUR–EU agenda, ensuring coordination across IDB divisions and with external stakeholders.

What you'll need

•    Education: Master’s degree in economics, international relations, public policy, law, or other relevant fields.
•    Experience: Minimum of 5 years of progressive professional experience in areas related to productive development, regional integration, or finance. Experience working with or in multilateral institutions, government agencies, or think thanks is highly desirable.
•    Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

  • Citizenship: You are a citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
