About this position
The Infrastructure and Environment Sector (INE) Front Office provides technical and operational support on a variety of areas, such as: monitoring of the department's work program, pipeline, portfolio, operational and knowledge indicators; managing the preparation and execution of the budget; providing statistical reporting and presentations on different operational and corporate issues; preparing and administrating consulting contracts as well as managing human resources processes, technical cooperation issues, among other activities.
We are seeking a dynamic and detail-oriented professional to enhance INE’s operations by supporting the negotiation, preparation, and analysis of contracts, with a strong emphasis on ensuring correct budget execution. This role will play a key part in ensuring our agreements are effective and efficient, while supporting organizational goals and compliance standards. You will work with the Front Office team which is part of the Infrastructure and Energy Sector.
What you’ll do
- Contract Management and Advisory: Conduct thorough reviews of Terms of Reference (TOR), existing contracts, and consultant fees to ensure alignment with project goals, budget, and policies; provide guidance to consultants and INE staff on all aspects of contract management.
- Procurement and Policy Compliance: Advise management and specialists in procurement and financial guidelines, ensuring contract processes comply with institutional policies and best
practices. - Collaborate closely with INE Divisions, Human Resources, Finance, and RPAs to efficiently process, administer, and monitor contracts, payments, extensions, and amendments for consultants and consulting firms.
- Directly negotiate with consultants on fee increases and contract reviews using HR tools and supporting data.
- Prepare detailed reports for INE Front Office regarding Complementary Workforce and Consulting Firm Contracts.
- Monitor contract-related costs, ensuring alignment with allocated budgets; provide analysis and input to support financial planning and resource optimization.
- Systems proficient in Convergence for initiating and processing firm contracts; SAP and FIORI for budget monitoring, procurement planning, and financial reporting; CONCUR for managing related travel and expense workflows; EZshare for secure documentation; and ServiceNow (SNOW) for handling service requests, approvals, and issue tracking related to firm contract processes.
- Track the process of preparation of contracts, amendments, payments and respond to inquiries from the divisions.
- Process and administer payments from INE Divisions and Front Office, (SAP/Convergence/BPP portal, etc.) such as non-PO invoices, Letters of Agreement, and Letters of contribution.
- Ensure payments are paid and follow up with FIN if any problem arises.
- Support INE Sector in the vendor creation and registration in BPP for event guests.
The activities mentioned above are part of the main responsibilities of the consultant position; however, they do not exclude additional day-to-day activities that may be required for the fulfillment of the tasks.
What you'll need
- Education: Master’s degree.
- Experience: five (5) years of relevant professional experience or the equivalent, combination of education and experience, knowledge and use of systems: SAP, Convergence, EZ-Share and Service Now desired.
- Languages: Fluency in English and Spanish, oral and written.

Type of contract and duration
- Type of contract: International Consultant Full-Time.
- Length of contract: 12 months with possibility of extension up to 36 months.
