About this position
We are looking for a motivated, results-driven and client-oriented procurement professional to work in our Corporate Procurement Group, part of the Budget and Administrative Services Department (BDA). This team provides procurement and contracting services to Bank Departments at Headquarters and Country Offices, including services rendered to IDB Invest under the applicable Service Level Agreement (SLA).
As part of the implementation of IDB Invest’s IT Roadmap, the institution is procuring and managing a portfolio of Software-as-a-Service (SaaS) solutions that require specialized sourcing advisory support. These solutions involve subscription-based commercial models, evolving licensing structures, phased implementations, and long-term vendor dependency, requiring strong alignment between procurement strategies, contract terms, and implementation plans.
The consultant is expected to be a seasoned professional focused on information systems and technology procurement, capable of operating with a high degree of autonomy while delivering quality output in a timely manner, according to a senior consultant. The role combines hands-on responsibility for procurement transactions and contracting processes with regular interaction with internal clients to clarify requirements, guide next steps, provide practical advice throughout the procurement cycle, and help ensure appropriate follow-through on contract-related actions.
What you’ll do
- Contribute to the delivery of corporate procurement services rendered to IDB Invest under the SLA, ensuring timely execution and consistency in accordance with established policies, guidelines, and procedures.
- Conduct procurement processes for goods and services, including requests for proposals, evaluations, contractual documentation, negotiations, and contract administration, for standard and moderately complex cases related to information systems and technology, particularly in Software as a Service (SaaS).
- Provide technical advice on Request for Proposal (RFP) processes, including procurement plans, schedules, request for information, evaluation methodologies, non-price criteria, risk assessment and contract negotiations.
- Support vendor selection processes, coordinate and facilitate vendor evaluation activities, including product demonstrations, proof of concepts, and due diligence workshops.
- Coordinate with internal clients to clarify business needs, advise on procurement approaches and process requirements, align documentation and timelines, assess and manage procurement risks, and facilitate effective follow-through across the procurement and contract management cycle.
- Contribute to process improvement initiatives to strengthen responsiveness and continuity of service.
- Conduct market research to keep abreast of market developments, research and analyze statistical data and market reports for suppliers.
- Support the collection, quality control, and use of procurement data to strengthen reporting, transparency, service monitoring, and the advisory services to clients.
What you'll need
Education: Master’s degree (or equivalent) in Business Administration, Procurement, Finance, Law, Project Management, or other relevant fields. Certified Procurement Manager (C.P.M.) and/or Certified Professional in Supply Management (C.P.S.M.) is a plus.
Experience:
- At least 5 years of experience in the field of procurement, information systems and technology, strategic sourcing, contract management, Software as a Service (SaaS) experience or related areas.
- Demonstrated experience conducting procurement and contracting activities for goods and services, carrying out end-to-end procurement processes, risk management, contract administration, and in developing supplier relationship programs.
- Experience using procurement systems, reporting tools, or analytics to support planning, tracking, and management information is highly desirable.
- Demonstrated experience in commercial negotiations, supplier engagement, and procurement decision-making through sound analytical judgment is desirable.
- Procurement and contracting experience in both US and Latin America desired. Experience with SAP and/or Ariba is a plus.
Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

International consultant Full-Time, 24 months (up to 48 months, subject to eligibility).
