About this position
We are looking for a strategic, analytical, and proactive Development Effectiveness Analyst. As a Development Effectiveness Analyst, you will contribute to enhancing the quality, relevance, and impact of the Infrastructure and Energy Department’s (INE) operational portfolio. You will support the implementation of the Bank’s Development Effectiveness Framework, provide analytical and operational inputs across the project cycle, and help strengthen evidence-based decision-making through tools, reporting, and coordination with key stakeholders.
You will work in the Infrastructure and Energy Department (INE), part of the Vice Presidency for Sectors and Knowledge (VPS). INE is responsible for managing over 30% of the Bank’s loan portfolio—more than USD $20 billion—across the energy, transport, water and sanitation, and public-private partnership sectors. The department’s mission is to improve the quality and development impact of the Bank’s financial and knowledge products and services in Latin America and the Caribbean.
What you’ll do
- Support the implementation of the Bank’s new Development Effectiveness Framework, ensuring compliance within INE.
- Identify strategic opportunities to enhance the performance, quality, relevance, efficiency, and sustainability of INE projects throughout the project cycle providing targeted support from design to closure to the INE Divisions.
- Review and guide teams in preparing key project approval documentation, ensuring the highest quality standards and compliance with the Bank’s policies.
- Support the organization and documentation of Quarterly Portfolio Review Meetings with Division and Unit Chiefs, including the preparation of inputs on disbursements, procurement processes, critical operations, and pending PCRs.
- Design, develop and maintain analytical tools and dashboards to track execution, performance and disbursement progress by division and instrument, flagging bottlenecks and enabling proactive portfolio management. Support evidence-based decision-making and performance tracking, collaborating with INE’s operational team and technical staff to ensure the systematic inclusion of the Bank’s strategic development approach.
- Provide analytical and operational support for the Oversight of Complex Procurement Processes by tracking high-risk or complex procurement cases, including the preparation of alerts and coordination with strategic partners including FMP, OII, RMG, VPS, among other relevant units and divisions across the Bank.
- Contribute to the design and implementation of protocols for operational changes (extensions, modifications, CAP), including criteria for convening Level 1 meetings.
- Follow-up on relevant cases related to Environmental and Social Safeguards Complaints and Grievances and the Independent Consultation and Investigation Mechanism (MICI) and coordination with technical teams.
- Support the development of an agenda for operational knowledge products, including lessons learned, impact evaluations, and their dissemination.
- Assist with other activities as needed related to the effective preparation and execution of INE’s portfolio.
What you'll need
- Education: Master’s degree (or equivalent) in economics, public policy, or other fields relevant to the responsibilities of the role.
- Experience: At least 5 years of experience in the Latin America and Caribbean region, with demonstrated expertise in data analysis for the management, identification, preparation, and execution of projects. Experience in infrastructure projects at a multilateral institution is desirable. Proficiency in report writing, strategy analysis, as well as communication and dissemination of knowledge. Analytical and synthesis skills are required, along with strong oral and written communication abilities. Experience working in multidisciplinary teams.
- Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
