About this position

We are looking for a professional with expertise digital government, AI and cybersecurity to support the execution of technical assistance programs as well as participate in the development of new projects related to digital identity, digital signature, digital wallets, interoperability, digital infrastructure, cybersecurity and AI for the public sector, and coordinating with international donors to support these activities. The consultant would also be responsible for ensuring that all the support information, including implementation reporting and knowledge materials developed, would be maintained within IDB information systems and information systems from beneficiary clients.

You will work in Institutional Capacity of the State Division (ICS), part of Institutions for Development department (IFD). This team is responsible for supporting LAC governments in their efforts to become more efficient, transparent and participatory by taking advantage of information and communication technologies. Areas of work include civil service, centers of government, census and statistics, transparency and anticorruption, anti-money laundering, open data, cybersecurity, digital government and artificial intelligence for the public sector.

What you’ll do

  • Support research and knowledge development and day-to-day project management related to the topics mentioned above.
  • Support the provision of technical advice to LAC governments in the topics included in ICS.
  • Support training and other capacity building activities.
  • Support ICS and Institutions for Development (IFD) outreach efforts with international donors to manage relationships, prepare new proposals for projects on the digital transformation topic.
  • Document and share with ICS and the region, the experience of Japan on digital government, AI and cybersecurity.
  • Develop an annual plan to share the knowledge of Japan related to the digital agenda with LAC countries.
  • Assist in the organization of activities to facilitate the exchange of knowledge between Japan and LAC countries.

What you'll need

  • Education: Master’s degree in engineering, information systems, cybersecurity, AI or other discipline related to the digital agenda.
  • Experience: At least 5 years of relevant working experience in fields related to the digital agenda, preferably in the public sector. Knowledge of Latin America and the Caribbean desired.
  • Languages: Fluency in Japanese and English is required. Knowledge of Spanish, French and/or Portuguese is a plus.

Requirements

  • Citizenship: You are a citizen of Japan.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration

  • Type of contract: International Consultant Full-Time.
  • Length of contract: 24 months. The assignment may be extended for an additional period in accordance with the relevant regulations of the Bank and the relevant operating guidance of the Japanese Trust Fund, with the agreement of all parties, based on the identified business need for the specific knowledge and skills, the terms of reference for the secondment, and the satisfactory performance of the secondee as evaluated by the IDB supervisor or Manager assigned.
  • Work Location: On site.
