About this position
We are looking for an autonomous, experienced, and highly motivated individual to join the team of professionals providing technical support in promoting the Bank's strategic environmental and social (E&S) priorities and ensuring that funded projects are socially and environmentally sustainable.
The person will be responsible for supporting and contributing to the management of the Bank’s Grievance Protocol, coordinating the management of grievances with the members of the Environmental and Social Solutions Division (VPS/ESG) team and other project sector teams.
VPS/ESG is responsible for ensuring that the Bank's funded projects are environmentally and socially sustainable and comply with the Environmental and Social Policies Framework (ESPF) or the previous Environmental and Social Safeguard Policies, as applicable. VPS/ESG specialists provide technical inputs during due diligence in preparation and supervision.
The ESPF outlines three channels for submitting grievances related to the environmental and social aspects of the Bank's funded projects: (i) a project-level grievance mechanism; (ii) the administration-level grievance mechanism (Grievance Protocol); and (iii) the Independent Consultation and Investigation Mechanism (MICI, for its acronym in Spanish).
Therefore, since November 2021, the Bank has developed an internal protocol to provide a direct channel for stakeholders to file a complaint about the environmental and social performance of the projects.
What you’ll do
The selected candidate will report to the VPS/ESG Group Head responsible for coordinating the IDB Grievance Protocol. Their main activities are as follows (this is an indicative list):
- Implement the provisions of the Grievance Protocol for the registration, management, monitoring, and reporting of grievances submitted to the IDB.
- Support the regular updating and management of the Bank’s Grievance Protocol system.
- Lead and support the different stages of the grievance management process in accordance with the provisions of the Grievance Protocol.
- Prepare and facilitate the development of dialogue processes in accordance with the Bank’s Grievance Protocol, and document them through meeting minutes and other reports.
- Develop strategies to maintain regular communication with internal and external stakeholders, with a focus on providing strategies for resolving grievances.
- Prepare periodic reports as required by the Grievance Protocol or by the Bank’s administration.
- Contribute to identifying trends and lessons learned from grievance management.
- Prepare and facilitate training sessions on conflict resolution, as well as dissemination of the Grievance Protocol to both external and internal stakeholders.
- Perform other tasks assigned by the VPS/ESG Division Chief and/or responsible Group Head for implementing the Grievance Protocol.
What you'll need
Education: Master’s degree (or equivalent advanced degree) in social sciences (law, economics, political science, sociology), or other fields relevant to the responsibilities of the role.
Experience: At least 5 years of progressive experience in designing, advising, or managing alternative mechanisms for resolving socio-environmental conflicts, and in participation or facilitation of dialogue spaces.
Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration
International consultant Full-Time, 12 months (up to 36 months).
