About this position
We are looking for a professional with experience in financial management, statistics, and the evaluation of capacity building and learning initiatives. As Consultant for Impact Measurement, Financial Management, and Learning Evaluation, you will support the development and implementation of an impact measurement methodology for learning initiatives and capacity-building events. You will contribute to the design and implementation of indicators that measure, analyze, and improve the impact of ESG capacity-building activities, ensuring a comprehensive management approach. This will enable ESG to better serve its internal and external clients and provide the services needed for a more sustainable implementation of IDB-funded projects. Additionally, you will support the financial and budgetary management of the Knowledge and Capacity Building Team, assisting in monitoring the execution of technical cooperations and other Division funds. You will provide technical assistance in developing terms of reference and procurement processes, as well as offering financial and statistical advice. Furthermore, this consultancy is relevant for creating an impact measurement framework that evaluates the effectiveness of our interventions.
You will work in the Knowledge and Capacity Building Team within the Environmental and Social Solutions Division (ESG), under the Vice Presidency for Sectors and Knowledge (VPS). This team is responsible for knowledge management, operational strengthening programs, and communication strategies of the Division
What you’ll do
Capacity Building Impact Measurement and Evaluation
- Support the development and implementation of methodologies to evaluate the impact of learning interventions with different external and internal audiences.
- Support the creation of tools and measurement frameworks that not only quantify the educational impact of ESG activities but also assess the effectiveness and added value of these interventions.
- Apply these tools/methodologies in workshops and training sessions to facilitate impact evaluation and the effective use of collected data for continuous improvement.
- Inform specific training needs at the executing agency, country, and regional levels based on the outcomes of detailed evaluations/impact measurements.
- Foster Collaboration and Partnerships: Engage local, regional, and international partners to leverage expertise and resources in capacity-building initiatives.
- Promote Knowledge Sharing and Best Practices: Facilitate the exchange of knowledge and best practices among stakeholders to enhance the effectiveness of capacity-building efforts.
- Collaborate closely with other divisions and departments to ensure that lessons learned, and best practices are shared and integrated into future learning strategies.
- Promote transparency and accountability through the regular publication of impact reports highlighting achievements and areas for improvement in learning interventions.
- Ensure Sustainability: Design strategies to ensure the long-term sustainability of capacity-building initiatives, including securing funding and building local ownership.
- Establish Regular Reporting and Feedback Mechanisms: Create mechanisms for regular reporting and feedback to continuously improve capacity-building strategies.
- Provide assistance in other ad hoc activities as required by the Team.
Financial Management Support
- Support the knowledge and capacity building group in coordinating and implementing the integrated financial management plan.
- Provide assistance with all administrative and financial tasks related to the management of Technical Cooperation and CIP funds.
- Assist in developing outcome reports, financial reports, and other corporate ESG products as well as responding to financial and programmatic data needs.
- Standardize data and statistics as inputs for financial planning, work plans, and ESG knowledge and learning needs.
- Support the development of terms of reference and support procurement processes for the Knowledge and Capacity Building Group.
- Define Clear Objectives and Milestones: Establish clear and measurable objectives and indicators for financial management.
What you'll need
• Education: Bachelor's degree (or equivalent advanced degree) in International Development, Environment, Administration, Finance, or other fields relevant to the responsibilities of the role.
• Experience: At least two years of progressive experience in financial management, capacity building and learning, program monitoring and evaluation, and statistics.
- Familiarity with Bank policies and systems, especially SAP, Convergence, and Compass systems, is an asset
- Strong negotiation and partnership-building skills
- Strategic, analytical, and operational vision
- Advanced proficiency in Microsoft Office Suite, including Microsoft Project. Additionally, proficiency in Power BI for data visualization is an asset
• Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration
- Type of contract: International Consultant Full Time.
- Length of contract: 12 months. (up to 36 months).
- Location: IDB headquarters in Washington, DC; or remotely at your place of residence.
