About this position

We are looking for a qualified, expert, and efficient professional who will help us change people’s lives in Latin America and the Caribbean handling grant and externally financed projects through trust funds and co-financing resources. The position will report directly to the Chief of Grants and Co-financing Management Unit of the Global Partnerships Office (GPS/GCM).

The GCM team serves as an accountable interface that links partners resources to IDB projects, knowledge products, and programs that meet the needs of Latin America and the Caribbean through close coordination with IDBG’s operational units and the Resource Mobilization Division. The GCM key functional areas include managing partner resources, ensuring compliance with donor agreements and IDB policies, as well as reporting back to partners.

The Global Partnerships Office (GPS) consists of the Resource Mobilization Division (REM); the Grants and Co-financing Management Unit (GCM); both located in Washington D.C., and the Representations in Asia (ASI) in Tokyo; and the Office in Europe (EUR) in Madrid.

What you’ll do

The selected candidate will join GPS/GCM and will participate in the Unit’s efforts in the following key areas with a special focus on implementing IDB’s new Impact+ strategy.

 

Management of Donor Trust Funds and Bank owned resources (DTF + OC SDP)

Oversee the day-to-day administration of trust funds, providing assistance to operational teams on reimbursable and non-reimbursable financing, ensuring data consistency, and supporting the effective use of donor resources. This includes:

  • Reviewing strategic alignment with donor requirements and Bank priorities.
  • Ensuring compliance with the relevant policies and procedures according to the type of instrument and the approving entity (IDB, IDB Lab, or IDB Invest).
  • Verifying consistency with the fund’s reporting framework and theory of change, as applicable.

 

Ensure fiduciary management of grant and cofinancing resources, including the administration of trust fund clauses, by allocating, managing, and reporting resources in accordance with donor legal agreements and internal Bank policies. This covers, among others:

  • Periodic reporting of investment income generated by the funds.
  • Reporting and tracking of reflows collected (repayments, recoveries, or other inflows).
  • Monitoring country concentration of approvals or other portfolio distribution requirements.
  • Ensuring alignment with additional financial, operational, or eligibility conditions established in the agreements.

 

Monitoring and Reporting

  • Monitor progress of the execution of projects, analyze portfolio, and work across organization by collaborating with clients and partners.
  • Review the reports of the operations financed with grants in Technical Cooperation Monitoring System (TCM) assuring good quality data.
  • Prepare reports and briefings for Bank's internal use and for donors regarding the corresponding funds.
  • Engage actively with the Data Management team to ensure that departmental dashboards display accurate and consistent information, contribute to the design and improvement of dashboards, and support the monitoring of results and performance indicators.

 

Financial and Risk Management

  • Assess and safeguard the financial soundness of trust funds by reviewing balances, monitoring cash flows, forecasting liquidity needs, and identifying potential risks.
  • Collaborate with colleagues across finance, operations, and risk management to identify, analyze, and mitigate risks affecting the fiduciary integrity and strategic use of trust fund resources.
  • Drive continuous process improvements by proposing and implementing measures that strengthen transparency, efficiency, and accuracy in trust fund financial management, including enhanced controls, clearer procedures, and adoption of best practices.

What you'll need

•    Education: Master's degree (or equivalent) and knowledge in one of the following areas: Business Administration, Finance, International Development, Economics, or other related fields.   

•    Experience: At least 2 years of experience in resource management.  

•    Languages:  Proficiency in English; Spanish and Portuguese are a plus.

Type of contract and duration

•    Staff:  International staff contract, 36 months initially, renewable upon mutual agreement.
•    Work Location: Headquarters (Washington, D.C) United States.
